On the morning of January 13th, at the Dien Hong meeting room of the National Assembly building, the Politburo held a national conference on breakthroughs in the development of science, technology, innovation, and digital transformation.

The conference was attended by: General Secretary To Lam; President Luong Cuong; National Assembly Chairman Tran Thanh Man ; Prime Minister Pham Minh Chinh; leaders of the Party and State; former leaders of the Party and State; and leaders of central committees, ministries, and agencies. The conference was connected online from the central level to communes, wards, towns, villages, and neighborhoods with 15,345 connection points and nearly 1 million delegates attending.

The conference was connected online to 822 locations with the participation of 37,067 cadres and Party members from the province to the grassroots level.
At the conference, Comrade Hoang Dang Quang, Member of the Central Committee of the Party and Deputy Head of the Standing Committee of the Central Organization Department, announced the Politburo's Decision on the establishment of the Central Steering Committee for the Development of Science and Technology, Innovation and Digital Transformation of the nation; and stipulated the functions, tasks, and powers of the Steering Committee. General Secretary To Lam was appointed Head of the Steering Committee.

The delegates listened to Comrade Thai Thanh Quy, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Economic Committee, present a summary report on the situation and results of implementing the Party and State's policies on science and technology development, innovation and digital transformation in the past period; and to thoroughly understand and implement the spirit and core content of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in national science and technology development, innovation and digital transformation.
The report states: Throughout our nation's revolutionary career, our Party and President Ho Chi Minh have always paid attention to the development of science and technology. On May 18, 1963, at the First National Congress of the Vietnam Association for the Dissemination of Science and Technology, President Ho Chi Minh directed that "Science must originate from production and must return to serve production, serve the masses, in order to increase labor productivity and continuously improve the lives of the people, ensuring the victory of socialism." During the resistance war, many famous scientists had research and application works in science and technology in many fields, especially in manufacturing and improving weapons to fight foreign invaders and treating diseases for our cadres, soldiers, and people.

Since the reunification of the country, and especially since the implementation of the Doi Moi (Renovation) policy, the Party has increasingly paid attention to and recognized the importance, role, and leading position of science and technology in socio-economic development, linked to accelerating the industrialization and modernization of the country. Through successive Party Congresses, the Party's understanding and thinking on the development of science and technology, innovation, and digital transformation have gradually improved and undergone many innovations; the policies and orientations set forth are consistent with and develop the requirements of national development in each stage and are linked to the general development trends of the world.
However, we must also frankly acknowledge that we still have many limitations and weaknesses: The pace and breakthroughs in national science and technology development, innovation, and digital transformation are still slow; they have not truly become important driving forces for socio-economic development. The potential and level of national science and technology, innovation, and digital transformation still lag behind developed countries. Research and application of science and technology, innovation, and digital transformation have not yet made breakthroughs, and we have not yet mastered strategic technologies and core digital technologies. Infrastructure is not yet synchronized, especially digital infrastructure, which still has many limitations; information security, safety, and data protection still face many challenges...
The report also highlights the ongoing Fourth Industrial Revolution, marked by the remarkable development of digital technologies, particularly artificial intelligence, big data, quantum computing, and automation. These technologies are having a rapid and profound impact on all aspects of social life, fundamentally changing the way people live and work. Science and technology, innovation, and digital transformation have become decisive factors in national development. Governments are increasingly focusing on socio-economic development based on science and technology, innovation, and digital transformation; the digital economy, circular economy, and green growth are becoming the development models chosen by many countries.
In implementing Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science and technology, innovation, and digital transformation, Comrade Thai Thanh Quy, Member of the Central Committee of the Party and Deputy Head of the Standing Committee of the Central Economic Committee, outlined five groups of guiding principles. Among them, he emphasized: The Politburo affirms the particularly important role of national science and technology, innovation, and digital transformation, clearly identifying this as a top priority breakthrough, the main driving force for the rapid development of modern productive forces, the improvement of production relations, the renewal of national governance methods, socio-economic development, the prevention of backwardness, and the impetus for the country's breakthrough development and prosperity in the new era...
The resolution sets forth the overarching and inseparable requirement of ensuring national sovereignty in cyberspace; guaranteeing cybersecurity, data security, and information security for organizations and individuals. This is a particularly important issue to meet the requirements of sustainable development, security, and safety.
The resolution also outlines five target groups for 2030, which provide guidance on the potential and level of science and technology, innovation, and set specific goals for Vietnam to be among the top 3 countries in Southeast Asia and the top 50 countries in the world in terms of digital competitiveness and e-government development index.
Resolution No. 57 outlined seven groups of tasks and solutions, including: Raising awareness, making breakthroughs in thinking, establishing strong political determination, and demonstrating resolute leadership and guidance to create new momentum and enthusiasm throughout society for the development of national science and technology, innovation, and digital transformation. Urgently and decisively perfecting institutions; eliminating all ideologies, concepts, and barriers hindering development; and transforming institutions into a competitive advantage in the development of national science and technology, innovation, and digital transformation. Strengthening investment and improving infrastructure for national science and technology, innovation, and digital transformation. Developing and utilizing high-quality human resources and talents to meet the requirements of national science and technology, innovation, and digital transformation development. Promoting digital transformation and the application of science and technology and innovation in the activities of agencies within the political system; enhancing national governance efficiency and the effectiveness of state management in all fields, ensuring national defense and security. Strongly promote science and technology, innovation, and digital transformation activities in enterprises. Strengthen international cooperation in the development of science and technology, innovation, and digital transformation.

At the conference, Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, thoroughly explained the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW, dated December 22, 2024, of the Political Bureau. The Prime Minister stated that, closely adhering to the content of Resolution No. 57-NQ/TW, especially the five guiding principles, the specific goals for 2030, the vision for 2045, and the seven main groups of tasks and solutions, the Government's Action Program has set out 41 groups of targets (including 35 specific targets for 2030 and 6 specific targets for 2045) and seven groups of tasks with 140 specific tasks.

In particular, Chairman Tran Thanh Man affirmed that the National Assembly, the Standing Committee of the National Assembly, and the National Assembly's agencies will coordinate with the Government and its agencies to lead, direct, and organize the review of the relevant legal system; and to fully, promptly, and synchronously establish legal institutions in accordance with the requirements of Resolution 57.

In his address to the conference, General Secretary To Lam emphasized that the Party and State of Vietnam have always considered science and technology as a decisive factor and foundation for the sustainable development of the country. Since the 4th National Congress, science and technology have been identified as a revolution, and to this day, it remains a top national priority. Many important resolutions have been issued, yielding positive results and contributing to the country's development as it is today.
To effectively and promptly implement Resolution 57, the General Secretary emphasized the need for unified understanding and action. He stressed the importance of identifying the development of science and technology, innovation, and digital transformation as strategic tasks for the entire Party, the entire people, and the entire army. The Central Committee has set an example with its accompanying Action Program, which is being disseminated today. Party committees and governments at all levels need to concretize the Resolution with practical plans, using implementation results as criteria for evaluating performance and awarding commendations. All tasks will be regularly monitored and evaluated; those who perform well will be rewarded, while those who are slow or commit violations will be criticized and punished. Weak and irresponsible leaders will be replaced immediately, ensuring the country does not miss opportunities for development. Party committees, governments, and units need to develop specific plans that closely adhere to the objectives of Resolution 57, with clear tasks, specific assignments, completion timelines, and measurable results. Right now, in 2025, we need to select and address fundamental issues, laying the foundation for the 2026-2030 period, creating a boost for new labor productivity, and building confidence in society.
The General Secretary suggested that institutions and policies must be urgently perfected; in 2025, the revision, supplementation, or promulgation of new legal regulations and policy mechanisms should be completed as soon as possible, removing all bottlenecks and obstacles to the development of science and technology, innovation, and digital transformation; maximizing creative potential; and encouraging dynamic, creative individuals who dare to think and act, primarily through legal regulations, creating space for managers to make decisions and take responsibility.

The General Secretary emphasized the urgent need to reorganize the science and technology apparatus. The restructuring of science and technology organizations should be completed in the first quarter of 2025; key investments should be focused on developing strong research organizations. A specific plan should be developed to build a high-quality workforce, especially science and technology talents. Breakthrough solutions should be implemented to attract leading technology corporations and Vietnamese and foreign technology talents to work in the country. Priority should be given to allocating budget for science and technology, befitting its status as a breakthrough national policy.
Determined to carry out the revolution in science and technology development, innovation and digital transformation, and not miss another opportunity, General Secretary To Lam called on the entire Party, the entire people, and the entire army to unite, be creative, successfully implement the tasks, quickly put Resolution 57 into practice, and build a peaceful, unified, independent, democratic, and prosperous Vietnam, as envisioned by President Ho Chi Minh.
With a solid political and legal foundation and high consensus from the entire Party, the people, and the intellectual community, the General Secretary believes that the Resolution will create a breakthrough, contributing to socio-economic development and ensuring national defense and security.

Speaking at the conclusion of the conference at the Thanh Hoa provincial branch, Provincial Party Secretary Nguyen Doan Anh stated: The National Conference on Breakthroughs in Science and Technology Development, Innovation and Digital Transformation – is a very special conference, comparable to Resolution 10 on Contracting. Therefore, delegates attending the conference need to seriously and fully understand the contents presented by the Party and State leaders at the conference.
In line with the content of Resolution No. 57, Provincial Party Secretary Nguyen Doan Anh requested that all levels, sectors, and localities quickly finalize the establishment of Steering Committees from the provincial level to the grassroots level; the Party Committee of the Provincial People's Committee should review relevant documents on the development of science and technology, innovation, and digital transformation, and quickly develop action plans and programs in accordance with the Prime Minister's directives before January 25, 2025. At the same time, the Chairmen of the People's Committees of the province, districts, towns, and cities should focus on directing the implementation with specific tasks and solutions and strengthen inspection and supervision in the implementation of Resolution 57 of the Politburo. Relevant agencies need to build a database on the development of science and technology, innovation, and digital transformation. The Department of Natural Resources and Environment needs to urgently complete the collection of land survey data.
