On the morning of February 25th, the Secretariat of the Central Committee of the Communist Party of Vietnam organized a national conference to study, understand, and implement Resolution No. 79 on the development of the state-owned economy (Resolution 79) and Resolution No. 80 on the development of Vietnamese culture (Resolution 80) of the Politburo .

Presenting the thematic paper "New and Core Issues in Resolution 80 of the Politburo on the Development of Vietnamese Culture," the Head of the Central Propaganda and Mass Mobilization Department, Trinh Van Quyet, stated that a new understanding in Resolution 80 is that cultural development must be on par with politics, economics, and society, linked to building a cultural security posture, human security, and digital cultural sovereignty .

"Here, it's not a change in terminology, but rather a new vision that highlights the quality and position of culture in 'national positioning.' This vision is not merely theoretical, but a demanding fundamental change in thinking and action regarding cultural development, affirming the new stature of modern Vietnamese culture in the new era of development," Mr. Quyet emphasized.

Consistently and creatively inheriting the legacy within the entirely new context of the modern world , Resolution 80 outlined the task of "building a cultural security posture," linking cultural security with national defense and security, resolutely dealing with harmful, anti-cultural, and fake news on social media and other media, and building resilience against the complex and deviant impacts of foreign, offensive, and uncivilized cultures, "especially on cross-border online platforms."

A major, unprecedented breakthrough in investment in culture.

Presenting four new visions regarding the goals and core tasks for the development of Vietnamese culture, the Head of the Central Propaganda and Mass Mobilization Department stated that Resolution 80 both affirms the general goals for each field and points out some specific targets that need to be achieved, specifically setting a target for the cultural sector to contribute 7% of GDP by 2030 and striving for 9% by 2045, and forming 5-10 national brands in the cultural industry.

The target of "ensuring adequate resources for cultural development, allocating at least 2% of the total annual state budget expenditure to culture and gradually increasing it according to practical requirements" represents a major, unprecedented breakthrough in investment in culture.

Closely linked to the task of human development, Resolution 80 repeatedly emphasizes building a humane, healthy, and modern cultural environment. Resolution 80 calls for "building a healthy digital information environment and purifying the digital cultural environment." This foresight regarding the modern cultural environment reflects the strategic foresight and comprehensive depth of Resolution 80.

To build and perfect the character of Vietnamese people in the new era, Resolution 80 requires the simultaneous implementation of cultural values, national values, family values, and the standards of Vietnamese humanity.

Understanding culture is a particularly delicate and unique field, so when defining viewpoints, goals, tasks, and solutions, Resolution 80 always takes this characteristic into account. Resolution 80 links three extremely important elements for cultural development into a larger task: developing infrastructure, mobilizing and utilizing resources, and improving the quality of cultural human resources.

Head of the Central Propaganda and Mass Mobilization Department, Trinh Van Quyet, affirmed: "By fully and effectively implementing the aspirations, goals, and tasks set forth in the resolution, we will certainly create a new position and stature for a modern, advanced Vietnamese culture, rich in national identity, directly contributing to the rapid and sustainable development of the country and making a worthy contribution to the flow of human civilization."
