On the morning of April 17, in Hanoi, within the framework of the 4th Partnership for Green Growth and the Global Goals 2030 (P4G) Summit, Minister of Science and Technology Nguyen Manh Hung chaired a ministerial-level discussion session with the theme: "Breakthrough technology for green transformation and sustainable development in the smart era".

The discussion session focused on three main topics: applying artificial intelligence (AI) and digitalization in reducing emissions and optimizing resources; enhancing public-private cooperation to promote innovation; and solutions to overcome technical, infrastructure, and data security barriers in the green transition process.

Green development based on science, technology, innovation and digital transformation

Speaking at the discussion, Minister Nguyen Manh Hung said that green development is a great step forward for human civilization. The history of human development up to now has been based on consumption and depletion of resources, and at an increasingly higher rate. Green and sustainable development is a huge challenge for humanity. And because this challenge is so big, human intelligence will be activated and will also become very large to solve this challenge.

According to the Minister, Vietnam is one of the first countries to develop a National Action Plan to implement the 2030 Agenda, shifting from the traditional growth model to green growth and digital economy. These are strong commitments, creating great pressure for ourselves, to activate Vietnamese intelligence, seek global innovation to solve the green development problem of Vietnam and humanity.

Green and sustainable development is development based on science, technology, innovation and digital transformation. The development of science, technology, innovation and digital transformation also aims to serve green and sustainable development. Vietnam has brought these three under the same state management ministry. Science, technology, innovation and digital transformation are considered strategic choices and top priorities.

Prioritize the application and development of new technologies

According to Minister of Science and Technology Nguyen Manh Hung, for Vietnam, breakthrough technologies that can create fundamental changes in the green development of humanity are hydrogen, new generation batteries, low-carbon technology, and circular technology. New generation digital technologies that drive green transformation are AI, IoT, Big Data, and Semiconductor Chips. These are all technologies selected by the Vietnamese Government as strategic technologies to prioritize development.

Like the rest of the world, Vietnam considers AI to be the core technology of the fourth industrial revolution. Vietnam’s digital transformation is being transformed into AI transformation. But Vietnam’s approach to AI is that AI does not replace humans but only empowers humans.

Referring to green transformation and digital transformation, Minister of Science and Technology Nguyen Manh Hung affirmed: “Green and digital are twins. Green and sustainable development must become a way of life for every citizen. The most effective propaganda is to develop a 24/7 virtual assistant that can answer all questions and guide people to green living and green consumption.”

In order to call for global action, promote multilateral cooperation, create new cooperation models, share experiences and technologies and support developing countries in the green transition process, Minister Nguyen Manh Hung said that Vietnam proposed to establish a website so that P4G countries, corporations and companies can access information on technologies and experiences in the green transition in the most convenient and fastest way.

At the discussion, Hon Soipan Tuya, Minister of Defense of Kenya, emphasized the role of AI in sustainable development. According to her, artificial intelligence has great potential in many areas such as finance, energy, agriculture, but poses challenges such as the risk of job loss, lack of data security and digital divide.

Hon Soipan Tuya, Kenya's Minister of Defense, emphasized the role of AI in sustainable development.

She said that to promote the role of AI in green development, countries need to invest in digital infrastructure, from high-speed Internet, accessible cloud computing, to on-site data centers.

Sharing environmental and sanitation technology, Japanese Vice Minister of the Environment Katsume Yasushi said that waste-to-energy facilities play an important role in waste management in Japan because they can effectively process large volumes of waste and prevent environmental pollution.

According to him, this technology not only improves sanitation but also reduces greenhouse gas emissions by generating electricity from unnecessary waste used as fuel and limiting methane emissions from landfills.

Mr. Katsume Yasushi also said that Japan has established the Joint Crediting Mechanism, or JCM, with 29 partner countries under Article 6 of the Paris Agreement, to promote greenhouse gas emission reduction and sustainable development through the dissemination of these technologies.

“In Vietnam, we have installed a large-scale waste-to-energy facility with Japanese technology in Bac Ninh province under the JCM program. We have also installed Johkasou in Ha Long Bay with Japanese non-refundable aid and JICA cooperation, contributing to improving the local water environment, maintaining beautiful landscapes and developing local tourism,” said Mr. Katsume Yasushi.

Also at the discussion session, leaders from various countries and experts focused on three key points: applying artificial intelligence and digitalization in reducing emissions and optimizing resources; enhancing public-private cooperation to promote innovation; and solutions to overcome technical, infrastructure, and data security barriers in the green transition process.

The fourth Partnering for Green Growth and the Global Goals 2030 (P4G) Summit took place in Hanoi, with the theme "Sustainable green transformation, people-centered" from April 14 to 17. This is the largest high-level multilateral event on green growth hosted by Vietnam in the 2021-2026 period.

Activities chaired by the Ministry of Science and Technology focus on the role of science, technology and innovation in promoting green transformation and sustainable growth.

As the agency leading three key activities at P4G 2025, the Ministry of Science and Technology continues to affirm its central position in connecting knowledge, technology and innovation, contributing to realizing Vietnam's sustainable development and green transformation goals.

Before that, the Opening Ceremony of the Green Growth Exhibition took place, introducing initiatives, advanced technologies and typical start-up models in the green sector and the Policy Dialogue Forum with the theme "Encouraging investment, business and promoting creative start-ups in the field of green transformation and sustainable development".

The Partnership for Green Growth and the Global Goals 2030 (P4G) was formed in 2017 on the initiative of the Danish Government, aiming to promote public-private cooperation, connecting the Government, businesses and socio-political organizations to promote green growth and implement the Sustainable Development Goals (SDGs).

P4G's cooperation focus is currently on four priority areas: Reducing food loss and waste; smart agriculture adapting to climate change; sustainable water resources; renewable energy and zero-emission transport.

To date, the P4G Forum has 12 member countries, including: Denmark, Chile, Mexico, Vietnam, South Korea, Ethiopia, Kenya, Colombia, the Netherlands, Bangladesh, Indonesia and South Africa, with the participation of more than 90 countries, international organizations and businesses. The Summit is the most important activity of P4G, held every two years. The previous three conferences were held in Denmark (2018), South Korea (2021) and Colombia (2023).
