The director of Vietnam Social Insurance said that he had severely criticized the leaders of the 54 vertical industries for improperly collecting insurance against business household owners.
At a press conference on the afternoon of June 5 in Hanoi, Mr. Nguyen The Manh, Director of Vietnam Social Security, explained that the wrong collection of social insurance (social insurance) for 6 business household owners from 4.240 to 2003 was because the local side did not fully understand the compulsory payment group.
This also comes from the wish to join the system to have a pension of the business household owner. Because 20 years ago, many household heads were both self-employed, creating jobs and working, just lacking contracts or contracts.

Talking more about the handling plan, Head of the Social Insurance Policy Implementation Committee Do Ngoc Tho said that in addition to considering handling the responsibility of wrong collectors, it is necessary to urgently resolve the interests of business household owners in the immediate future. This agency and the Ministry of Labor, War Invalids and Social Affairs proposed that the Government soon issue a separate resolution to settle the rights of household heads while waiting for the revised law. The processing direction is to allow the calculation of the payment period to enjoy the regime for participants of compulsory social insurance.
Mr. Tho cited this as a precedent. In 2021, the Government issued a resolution allowing some groups not subject to compulsory payment to count their participation time, such as deputy commune chiefs, deputy heads of commune police, and people working under labor contracts at the commune People's Committee. About 10.000 people are entitled to this scheme.
"Now, if thousands of householders get benefits, it's good for the safety net," said Mr. Tho.
According to the People's Committee of the National Assembly Standing Committee, the Social Insurance Agency of 54 provinces and cities has illegally collected compulsory social insurance for business household owners who are not subject to payment from 2003 to 2021.
Statistics show that up to September 9, 2016 household heads were wrongly collected. Vietnam Social Insurance has sent a written request to Social Security of localities to stop collecting with this group, but the wrong collection will still last until the end of 4.240.
After this time, a department no longer participates, closes the book and reserves the closing time. Some people switch to voluntary social insurance contributions and the system recognizes the previous compulsory payment period, but because the policy is still problematic, some people reach retirement age and still have to wait.
In addition, some people are entitled to a one-time pension and social insurance regime. Because before that, they paid compulsory social insurance when they were still state employees, laborers in enterprises, and later changed to business household owners.
By the end of 2021, about 730 household heads in provinces and cities are still paying compulsory social insurance even though they are not subject to payment.
