On November 29, 2025, Prime Minister Pham Minh Chinh signed decisions approving the election and dismissal of the Chairpersons and Vice-Chairpersons of the People's Committees of Ha Tinh and Khanh Hoa provinces and Hue city.
Specifically, for Ha Tinh province, in Decision No. 2616/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Ha Tinh province for the 2021-2026 term for Mr. Phan Thien Dinh, Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term.
Mr. Phan Thien Dinh was born on December 10, 1971, in Thuan An Ward, Hue City; his qualifications include a Master's degree in Public Administration, a Bachelor's degree in Economics, and a Bachelor's degree in Law; his political theory level is Advanced.
He previously held many important positions in the former Thua Thien-Hue province, now Hue city, such as: Director of the Department of Planning and Investment of Thua Thien-Hue province, Vice Chairman of the People's Committee of Thua Thien-Hue province, Secretary of the Hue City Party Committee (under the former Thua Thien-Hue province), Secretary of the Thuan Hoa District Party Committee, and Head of the Economic and Budget Committee of the Hue City People's Council. On October 3, 2025, at the 17th Congress of the Hue City Party Committee, he was elected to the position of Deputy Secretary of the Hue City Party Committee for the 2025-2030 term. On October 17, 2025, at the 27th Special Session, 8th term, 2021-2026 of the Hue City People's Council, he was elected to the position of Chairman of the Hue City People's Committee.
On November 14, 2025, the Secretariat of the Central Committee decided to transfer and appoint Mr. Phan Thien Dinh to the Executive Committee and Standing Committee, and to hold the position of Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term. On November 18, 2025, the Ha Tinh Provincial People's Council elected Mr. Phan Thien Dinh, Deputy Secretary of the Provincial Party Committee, to the position of Chairman of the Ha Tinh Provincial People's Committee.
At the same time, in Decision No. 2615/QD-TTg dated November 29, 2025, the Prime Minister approved the dismissal of Mr. Vo Trong Hai from the position of Chairman of the People's Committee of Ha Tinh province for the 2021-2026 term.
Previously, on November 14, 2025, Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ha Tinh province, was transferred and appointed by the Central Secretariat to participate in the Executive Committee, the Standing Committee, and to hold the position of Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.
In Decision No. 2588/QD-TTg dated November 24, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Nghe An province for the 2021-2026 term for Mr. Vo Trong Hai, Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.
For Hue City, in Decision No. 2618/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Hue City for the 2021-2026 term for Mr. Nguyen Khac Toan, Deputy Secretary of the Hue City Party Committee for the 2025-2030 term.
Mr. Nguyen Khac Toan was born on April 19, 1970, in Khanh Hoa province; his qualifications include a Bachelor of Justice Law, a Bachelor of Party Building and State Administration, and a Senior Certificate in Political Theory.
During his career, Mr. Nguyen Khac Toan held many important positions at the Khanh Hoa Provincial Party Committee, People's Council, and People's Committee. Mr. Nguyen Khac Toan was an alternate member of the Central Committee of the Communist Party of Vietnam in the 11th and 12th terms.
In March 2020, Mr. Nguyen Khac Toan was elected to the position of Standing Deputy Secretary of the Provincial Party Committee; from June 2021, he held the position of Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Khanh Hoa.
On September 16, 2025, Mr. Nguyen Khac Toan was elected Chairman of the People's Committee of Khanh Hoa province for the 2021-2026 term.
The Secretariat of the Central Committee has assigned and appointed Mr. Nguyen Khac Toan, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Khanh Hoa province, to participate in the Executive Committee and Standing Committee and to hold the position of Deputy Secretary of the Hue City Party Committee for the 2025-2030 term.
On November 18, 2025, the Hue City People's Council, 8th term, 2021-2026, elected Mr. Nguyen Khac Toan, Deputy Secretary of the City Party Committee, as Chairman of the Hue City People's Committee for the 2021-2026 term.
At the same time, in Decision No. 2617/QD-TTg dated November 29, 2025, the Prime Minister approved the dismissal of Mr. Phan Thien Dinh from the position of Chairman of the People's Committee of Hue City for the 2021-2026 term.
For Khanh Hoa province, in Decision No. 2626/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Khanh Hoa province for the 2021-2026 term for Mr. Tran Phong, Deputy Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 term.
Mr. Tran Phong was born in 1974 in Quang Phuong commune, Quang Trach district, Quang Binh province. His political theory qualifications are at the advanced level; his professional qualifications include a Bachelor's degree in General Business Administration; and his academic degree is a Master's degree in Economics.
He previously held the following positions: Vice Chairman of the People's Committee of Bo Trach District; Deputy Head of the Inspection Committee of the Quang Binh Provincial Party Committee; Director of the Department of Natural Resources and Environment of Quang Binh Province; Vice Chairman of the People's Committee of Quang Binh Province; and Secretary of the Dong Hoi City Party Committee.
From July 1, 2025, Mr. Tran Phong was appointed to the position of Chairman of the People's Committee of Quang Tri Province (new), for the term 2021-2026. The Party Central Committee also transferred and appointed Mr. Tran Phong to participate in the Executive Committee, the Standing Committee, and to hold the position of Deputy Secretary of the Khanh Hoa Provincial Party Committee for the term 2025-2030.
On November 19, 2025, the People's Council of Khanh Hoa province, 7th term, 2021-2026, held an election and voted to approve a Resolution confirming the election results for the position of Chairman of the People's Committee of Khanh Hoa province for the 2021-2026 term for Comrade Tran Phong - Deputy Secretary of the Provincial Party Committee.
In Decision No. 2621/QD-TTg dated November 29, 2025, the Prime Minister approved the dismissal of Mr. Nguyen Khac Toan from the position of Chairman of the People's Committee of Khanh Hoa province for the 2021-2026 term.
