On November 29, 2025, Prime Minister Pham Minh Chinh signed and issued Decisions approving the election results and dismissal of the positions of Chairman and Vice Chairman of the People's Committees of Ha Tinh and Khanh Hoa provinces and Hue city.
Specifically, for Ha Tinh province, in Decision No. 2616/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Ha Tinh province for the 2021-2026 term for Mr. Phan Thien Dinh, Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term.
Mr. Phan Thien Dinh was born on December 10, 1971, hometown: Thuan An ward, Hue city; qualifications: Master of Public Administration, Bachelor of Economics, Bachelor of Law; political theory level: Advanced.
He held many important positions in Thua Thien-Hue province (old), now Hue city such as: Director of the Department of Planning and Investment of Thua Thien-Hue province, Vice Chairman of the People's Committee of Thua Thien-Hue province, Secretary of the Hue City Party Committee (under the old Thua Thien-Hue province), Secretary of the Thuan Hoa District Party Committee, Head of the Economic and Budget Committee of the Hue City People's Council. On October 3, 2025, at the 17th Congress of Hue City Party Committee, he was elected to hold the position of Deputy Secretary of the Hue City Party Committee for the 2025-2030 term. On October 17, 2025, at the 27th Special Session, term VIII, term 2021-2026 of the Hue City People's Council, he was elected to hold the position of Chairman of the Hue City People's Committee.
On November 14, 2025, the Secretariat decided to transfer and appoint Mr. Phan Thien Dinh to join the Executive Committee, the Standing Committee, and hold the position of Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term. On November 18, 2025, the People's Council of Ha Tinh province elected Mr. Phan Thien Dinh, Deputy Secretary of the Provincial Party Committee, to hold the position of Chairman of the People's Committee of Ha Tinh province.
At the same time, in Decision No. 2615/QD-TTg dated November 29, 2025, the Prime Minister approved the results of the dismissal of Mr. Vo Trong Hai from the position of Chairman of the People's Committee of Ha Tinh province for the 2021-2026 term.
Previously, on November 14, 2025, Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Tinh province, was mobilized and appointed by the Secretariat to join the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.
In Decision No. 2588/QD-TTg dated November 24, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Nghe An province for the 2021-2026 term for Mr. Vo Trong Hai, Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.
For Hue city, in Decision No. 2618/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Hue city for the 2021-2026 term for Mr. Nguyen Khac Toan, Deputy Secretary of the Hue City Party Committee for the 2025-2030 term.
Mr. Nguyen Khac Toan was born on April 19, 1970, in Khanh Hoa province; qualifications: Bachelor of Judicial Law, Bachelor of Party Building and State Administration, Senior in Political Theory.
During his career, Mr. Nguyen Khac Toan held many important positions in the Provincial Party Committee, People's Council, and People's Committee of Khanh Hoa province. Mr. Nguyen Khac Toan was an alternate member of the Party Central Committee, terms XI and XII.
In March 2020, Mr. Nguyen Khac Toan was elected to hold the position of Standing Deputy Secretary of the Provincial Party Committee; from June 2021, he held the position of Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Khanh Hoa province.
On September 16, 2025, Mr. Nguyen Khac Toan was elected to hold the position of Chairman of Khanh Hoa Provincial People's Committee for the 2021-2026 term.
The Secretariat has assigned and appointed Mr. Nguyen Khac Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Khanh Hoa province, to join the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Hue City Party Committee for the 2025-2030 term.
On November 18, 2025, the People's Council of Hue City, term VIII, 2021-2026, elected Mr. Nguyen Khac Toan, Deputy Secretary of the City Party Committee, to hold the position of Chairman of the People's Committee of Hue City for the term 2021-2026.
At the same time, in Decision No. 2617/QD-TTg dated November 29, 2025, the Prime Minister approved the results of the dismissal of Mr. Phan Thien Dinh from the position of Chairman of the People's Committee of Hue City for the 2021-2026 term.
For Khanh Hoa province, in Decision No. 2626/QD-TTg dated November 29, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Khanh Hoa province for the 2021-2026 term for Mr. Tran Phong, Deputy Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 term.
Mr. Tran Phong was born in 1974, hometown: Quang Phuong commune, Quang Trach district, Quang Binh province. Political theory level: Advanced; Professional level: University of General Business Administration; Degree: Master of Economics.
He has held the following positions: Vice Chairman of the People's Committee of Bo Trach district; Deputy Head of the Inspection Committee of Quang Binh Provincial Party Committee; Director of the Department of Natural Resources and Environment of Quang Binh province; Vice Chairman of the People's Committee of Quang Binh province; Secretary of the Dong Hoi City Party Committee.
From July 1, 2025, Mr. Tran Phong was appointed to hold the position of Chairman of the People's Committee of Quang Tri province (new), term 2021-2026. The Secretariat has mobilized and appointed Mr. Tran Phong to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of Khanh Hoa Provincial Party Committee for the term 2025-2030.
On November 19, 2025, the People's Council of Khanh Hoa province, term VII, 2021-2026, elected and voted to pass a Resolution on confirming the election results for the position of Chairman of the People's Committee of Khanh Hoa province for the term 2021-2026 for comrade Tran Phong - Deputy Secretary of the Provincial Party Committee.
In Decision No. 2621/QD-TTg dated November 29, 2025, the Prime Minister approved the results of the dismissal of Mr. Nguyen Khac Toan from the position of Chairman of the People's Committee of Khanh Hoa province for the 2021-2026 term./.
