Approving the Project to organize the 11th National Patriotic Emulation Congress

Organize the 11th National Patriotic Emulation Congress with the theme: "Emulating innovation, creativity, accelerating breakthroughs to bring the country into an era of strong, civilized, and prosperous development".

Specifically, the Prime Minister approved the Project to organize the 11th National Patriotic Emulation Congress with the theme: "Emulating innovation, creativity, accelerating breakthroughs to bring the country into an era of strong, civilized, and prosperous development" .

The project aims to evaluate the results of the implementation of patriotic emulation movements and commendation work in the period of 2021 - 2025; set out the goals, directions and tasks of the patriotic emulation movement and commendation work in the period of 2026 - 2030. The Congress needs to closely follow the spirit of Directive No. 41-CT/TW dated December 26, 2024 of the Politburo "On strengthening the Party's leadership over emulation and commendation work in the new situation" and the Law on Emulation and Commendation.

Commend and honor heroic individuals and collectives, national emulation fighters; typical and advanced individuals and collectives, exemplary and excellent models in patriotic emulation movements at each level, each sector, in all fields, especially key areas that are being vigorously implemented; select the right people, the right jobs, the right achievements to have a widespread effect in society.

Launching the emulation movement for the period 2026 - 2030 ensures creating a strong atmosphere, arousing patriotism, solidarity and consensus to promote innovation, creativity, improve labor productivity and work efficiency to successfully carry out the tasks of economic and social development of the country and the Resolution of the 14th National Congress of the Party.

According to the Project, the official Congress will be held for 1 day in December 2025 at the National Convention Center with about 2,300 delegates attending.

Within the framework of the Congress, there will be activities such as a photo exhibition about Uncle Ho with the patriotic emulation movement and emulation congresses; an exhibition introducing the country's economic and social achievements after 40 years of national renovation, especially in the period of 2021 - 2025; exchanges with advanced models on the airwaves of Vietnam Television and Voice of Vietnam; organizing cultural, artistic, propaganda and agitation activities to welcome the 11th National Patriotic Emulation Congress; promoting advanced models on central and local mass media before, during and after the Congress.

Establishment of the Organizing Committee of the 11th National Patriotic Emulation Congress

Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Reward Council also signed Decision No. 58/QD-HDTDKT dated May 16, 2025 on the establishment of the Organizing Committee of the 11th National Patriotic Emulation Congress.

Ms. Vo Thi Anh Xuan, Vice President, First Vice President of the Central Emulation and Reward Council, is Head of the Congress Organizing Committee.

Deputy Heads of the Congress Organizing Committee include: Ms. Pham Thi Thanh Tra, Minister of Home Affairs (Permanent Deputy Head); Mr. Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Nguyen Dinh Khang, Chairman of the Vietnam General Confederation of Labor.

The members include: Mr. Trinh Van Quyet, Director of the General Department of Politics of the Vietnam People's Army; Mr. Le Khanh Hai, Director of the Office of the President; Ms. Nguyen Thi Tuyen, President of the Vietnam Women's Union; Mr. Be Xuan Truong, President of the Vietnam Veterans Association; Mr. Hoang Dang Quang, Deputy Head of the Central Organizing Committee; Mr. Pham Tat Thang, Deputy Head of the Central Propaganda and Education Committee; Mr. Tran Quoc To, Deputy Minister of Public Security; Mr. Luong Quoc Doan, President of the Vietnam Farmers' Association; Mr. Bui Quang Huy, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Mr. Trinh Manh Linh, Deputy Head of the Government Office; Mr. Bui Van Khang, Deputy Minister of Finance; Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism; Mr. Do Thanh Hai, Deputy General Director of Vietnam Television; Mr. Vu Hai Quang, Deputy General Director of the Voice of Vietnam; Ms. Nguyen Thi Su, Deputy General Director of Vietnam News Agency; Mr. Le Hong Son, Permanent Vice Chairman of Hanoi People's Committee; Mr. Pham Huy Giang, Head of the Central Emulation and Reward Committee.

The Organizing Committee of the 11th National Patriotic Emulation Congress operates according to the Regulations issued by the Organizing Committee of the Congress.

Assisting the Congress Organizing Committee are the following sub-committees: Content sub-committee, Propaganda sub-committee, Logistics - Security sub-committee.
