Prime Minister 's telegram on organizing the opening of the National Achievements Exhibition on the occasion of the 80th anniversary of National Day

Deputy Prime Minister Mai Van Chinh has just signed Official Dispatch No. 142/CD-TTg dated August 23, 2025 of the Prime Minister on organizing the opening of the National Achievements Exhibition on the occasion of the 80th anniversary of National Day.

The booths are rushing to complete the final stages.

Telegram to the Minister of Culture, Sports and Tourism; Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries, Chairmen of People's Committees of provinces and centrally run cities; agencies, organizations and enterprises participating in the Exhibition.

The dispatch clearly stated: In order to prepare carefully for the opening of the National Achievements Exhibition on the occasion of the 80th anniversary of National Day (hereinafter referred to as the Exhibition), the Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant ministries, branches, localities, agencies and enterprises to prepare and arrange additional outdoor display areas for unique, typical and representative machinery and equipment serving the industries and fields of industry, construction, agriculture, trade and services of corporations, general companies and enterprises; at the same time, add unique products and artifacts to the indoor areas for display and exhibition, in order to serve the people and visitors and create opportunities for interested partners to learn and promote development cooperation.

Issuing the Plan to implement Resolution No. 189/2025/QH15 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project

The Government issued Resolution No. 249/NQ-CP dated August 22, 2025 promulgating the Plan to implement Resolution No. 189/2025/QH15 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project.

The Government issued a Plan to implement the National Assembly's Resolution on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project.

The purpose of the plan is to fully, seriously and effectively institutionalize and implement the mechanisms and policies stipulated in Resolution No. 189/2025/QH15; ensure compliance with the instructions and requirements of the National Assembly for the tasks assigned to the Government in Resolution No. 189/2025/QH15; concretize the policies and solutions approved by the National Assembly through legal documents guiding their implementation to have a full legal corridor, facilitate the implementation process, and mobilize resources to implement the project. At the same time, clearly define the authority, responsibility and progress of work implementation of ministries, branches and localities.

Issue the Master Plan for Nuclear Power Infrastructure Development in 2026

The Resolution sets out 10 specific groups of tasks for ministries, branches and localities to implement the project of building Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, specifically as follows:

Regarding the assignment of investors to implement the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects , the Ministry of Industry and Trade has presided over and coordinated with relevant ministries and branches to submit and issue a directive document of the Prime Minister in April 2025.

Regarding the signing of international treaties with partner countries to implement the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Projects, the Implementation Plan requires:

The Ministry of Industry and Trade presided over and coordinated with relevant ministries and agencies to submit to the Prime Minister for promulgation a directive document on agreeing to negotiate international treaties with partners as a basis for implementing negotiations on Agreements on the implementation of the Ninh Thuan 1 Nuclear Power Project in May 2025; striving to complete the Ninh Thuan 2 Nuclear Power Project in September 2025.

At the same time, the Ministry of Industry and Trade will preside over and coordinate with relevant ministries and agencies, EVN, and PVN to organize negotiations to complete processes and procedures and conduct and sign international treaties with partners on investment cooperation in the construction of 02 projects; striving to complete in September 2025 for Ninh Thuan 1 Project and December 2025 for Ninh Thuan 2 Project.

In addition, the Ministry of Finance will preside over negotiations to complete procedures and conduct the signing of international treaties with partners on providing credit for the two projects; the target is to complete the Ninh Thuan 1 project in September 2025 and the Ninh Thuan 2 project in March 2026.

Regarding the completion of nuclear power infrastructure according to IAEA guidelines , the Ministry of Science and Technology is assigned to preside over and coordinate with the International Atomic Energy Agency (IAEA) to complete the infrastructure assessment report of the IAEA Integrated Nuclear Infrastructure Review Team (INIR) in 2025. At the same time, preside over and coordinate with relevant ministries and branches to develop and submit for promulgation the Master Plan for Nuclear Power Infrastructure Development; study participation in necessary multilateral international treaties in the field of atomic energy. The target is to complete in 2026.

In addition, the Ministry of Science and Technology is also assigned to preside over the review and amendment of Decrees and Circulars related to the Law on Atomic Energy on nuclear power plants and must complete it by 2025.

Establish an interdisciplinary working group to monitor the implementation of measures to prevent and combat corruption, waste and negativity.

Regarding project implementation , EVN and PVN will submit a dossier requesting approval of the adjustment of the project's investment policy for consideration and approval by competent authorities; strive to complete it during the National Assembly session in October-November 2025 (for Ninh Thuan 1 Project) and no later than May 2026 for Ninh Thuan 2 Project. After that, the State Appraisal Council (chaired by the Ministry of Finance) will appraise and submit to the Prime Minister for approval of the investment project and the location approval dossier in 2026. Relevant ministries, branches and agencies will appraise and approve the documents; carry out construction and put the project into operation according to the approved feasibility study.

The plan also assigned the People's Committee of Khanh Hoa province to make efforts and quickly implement the resettlement and site clearance work.

The Ministry of Science and Technology participates in implementing the Project on propaganda on policies and tasks of nuclear power development . This task will be deployed as required during the project implementation process.

Regarding human resource training , the Ministry of Education and Training is assigned to preside over the development and submission to the Prime Minister for approval of the Nuclear Power Human Resource Training Project, which will then be implemented immediately.

During the investment and construction process of the project, EVN, PVN and relevant agencies are responsible for managing the use of capital and resources to ensure savings, efficiency, prevent corruption, waste, negativity, ensure national defense, security, social order and safety, radiation safety and environment.

According to the Plan, an interdisciplinary working group consisting of representatives from ministries and agencies (Defense, Public Security, Finance, Government Inspectorate, State Audit, etc.) will be established in 2026. This working group is responsible for supervising the implementation of ensuring the prevention and combat of corruption, waste, and negativity during the implementation of the Projects.

Promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Vietnamese Nationality

Deputy Prime Minister Le Thanh Long signed Decision No. 1792/QD-TTg dated August 22, 2025 promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Vietnamese Nationality.

Implementing the Law amending and supplementing the Law on Vietnamese Nationality: Ensuring timeliness, consistency and effectiveness

The purpose of the Plan is to specifically define the work, deadline, progress and responsibilities of relevant agencies, organizations and units in organizing the implementation of the Law, ensuring timeliness, consistency and efficiency, avoiding waste; raising awareness and responsibility of ministries, branches and localities in implementing the Law. At the same time, further enhancing the effectiveness and efficiency of the management and enforcement of nationality laws in the current period.

Communicate and widely disseminate the provisions of the Law on Vietnamese Nationality

The plan sets out 5 main contents, specifically as follows:

On organizing conferences to implement the Law and detailed regulations and instructions for implementing the Law, Delivery plan:

The Ministry of Justice shall preside over the organization of conferences to implement the Law and detailed regulations and guidance on the implementation of the Law for relevant ministries and branches; People's Committees at all levels, Departments of Justice of provinces and cities and relevant departments, branches and sectors. The organization may be in person or online. Implementation time: Quarter III, 2025.

The People's Committee at the provincial level shall preside over the dissemination of the Law and detailed regulations and instructions on the implementation of the Law to agencies and units of the People's Committee at the provincial and communal levels and relevant agencies and organizations.

The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Justice and relevant agencies and organizations to organize conferences on the implementation of the Law and detailed regulations and guidance on the implementation of the Law for Vietnamese representative agencies abroad. The conference may be held in person or online. Implementation time is in the third quarter of 2025.

Regarding the organization of communication and dissemination of the contents of the Law and documents detailing and guiding the implementation of the Law according to legal regulations on dissemination and education of law , the Plan requires:

The Ministry of Justice shall preside over and coordinate with the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, the Voice of Vietnam, Vietnam Television, Vietnam News Agency and other central and local media agencies to develop a Communication Plan to widely disseminate the provisions of the 2008 Law on Vietnamese Nationality (amended and supplemented in 2014); the Law amending and supplementing a number of articles of the 2025 Law on Vietnamese Nationality; and documents detailing and guiding the implementation of the Law to the people, especially the Vietnamese community abroad. Implementation time is in the third and fourth quarters of 2025.

The Ministry of Justice shall preside over and coordinate with the Ministry of Foreign Affairs and provincial People's Committees to compile and distribute documents serving the communication and dissemination of the provisions of the 2008 Law on Vietnamese Nationality (amended and supplemented in 2014); the Law amending and supplementing a number of articles of the 2025 Law on Vietnamese Nationality; and documents detailing and guiding the implementation of the Law.

The Ministry of Justice, the Ministry of Foreign Affairs, and the Provincial People's Committees shall preside over and coordinate with the Ministry of Culture, Sports and Tourism, the Voice of Vietnam, Vietnam Television, Vietnam News Agency, and other central and local media agencies, based on actual conditions, to organize communication activities and widely disseminate the provisions of the 2008 Law on Vietnamese Nationality (amended and supplemented in 2014); the Law amending and supplementing a number of articles of the 2025 Law on Vietnamese Nationality; and detailed regulations and instructions for the implementation of the Law through media, digital transformation, and other appropriate forms.

The implementation time for both of the above tasks is in the third and fourth quarters of 2025 and the following years.

Complete review, propose amendments and supplements to legal documents related to nationality before May 1, 2026

Regarding reviewing, amending and supplementing according to authority or recommending competent authorities to amend and supplement legal documents with contents related to the rights and obligations of Vietnamese citizens who also have foreign nationality (if any) to comply with the provisions of the Law, the Plan requires:

Regarding the review and proposal to amend, supplement, replace, abolish or issue new legal documents with contents related to the rights and obligations of Vietnamese citizens who also have foreign nationality (if any), ministries, ministerial-level agencies and relevant agencies shall preside over the review of documents under their management; prepare a report on the review results and propose to amend, supplement, replace, abolish or issue new legal documents under their management to the Ministry of Justice for documents issued by central agencies. People's Councils and People's Committees at all levels shall review documents issued by localities; report the review results and propose to amend, supplement, replace, abolish or issue new legal documents to the People's Councils and People's Committees at the provincial level for documents issued by localities. The completion time is before May 1, 2026.

The Ministry of Justice synthesizes the results of the review of legal documents and proposals from ministries and branches; develops a report summarizing the results of the review of legal documents and proposals on amending, supplementing, replacing, and abolishing legal documents under the authority of central agencies to submit to the Government. Completion date is before July 1, 2026.

Regarding the development, promulgation under authority or recommendation to competent authorities to promulgate legal documents amending, supplementing, replacing, abolishing or promulgating new legal documents with contents related to the rights and obligations of Vietnamese citizens who also have foreign nationality, ministries, ministerial-level agencies and relevant agencies shall preside over the development, promulgation under authority or recommendation to competent authorities to promulgate legal documents in their management fields. People's Councils and People's Committees at all levels shall preside over the development and promulgation under authority for documents promulgated by localities. The completion time is before July 1, 2027.

On organizing specialized training and professional development for staff working in nationality-related fields, Delivery plan:

The Ministry of Justice shall preside over the organization of specialized training conferences and professional development for those working in nationality-related work at central and local agencies. Provincial People's Committees shall preside over the organization of specialized training conferences and professional development for those working in nationality-related work at local levels.

The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Justice and relevant agencies and organizations to organize specialized training and professional development for people working in nationality-related work at Vietnamese representative agencies abroad.

Domestic training can be organized directly or online; overseas training can be organized according to the actual situation. Implementation time is in the third and fourth quarters of 2025 and the following years.

The Ministry of Justice and the Ministry of Foreign Affairs shall inspect the organization of the implementation of the Law and legal documents detailing and guiding its implementation . The implementation period is in 2026 and the following years.

The Ministry of Justice coordinates with the Ministry of Foreign Affairs, the Ministry of Public Security, the Government Office, the Office of the President, ministries, ministerial-level agencies, provincial People's Committees and relevant agencies and organizations to develop the Nationality Database. The implementation period is in 2026 and the following years./.
