
The planning area encompasses a total natural area of approximately 8,706.74 km2 and a sea area whose outer boundary is 6 nautical miles from the average low sea level over many years.
The planning period includes short-term phases: up to 2030 and 2040; long-term phase: up to 2050; and a vision: up to 2075. The goal is to build and develop Khanh Hoa into a Class I urban area and a modern, smart, green, and sustainable centrally-governed city; an important growth pole for the whole country, a highly competitive coastal city and international gateway; harmonious development between economy , society, and environment; resource protection; adaptation to climate change; and promotion of the unique identity of a coastal city.
According to its planning characteristics, Khanh Hoa city is a comprehensive center for economy, culture, science and technology , and international trade for the nation, the South Central Coast region, and the Central Highlands; a growth pole and an important driving force center for the region; a center for the development of marine economy, high-tech industry, logistics, high-quality services, clean energy, science and technology, and innovation; playing a role in connecting coastal, inter-regional, and international economic corridors; an international marine tourism and service center; and a nucleus for the development of tourism, resorts, conferences, and events for the region and the whole country.
Khanh Hoa, a coastal city, holds a strategically important position in the national coastal development spatial organization; its development is oriented towards modernity, intelligence, greenness, and sustainability; harmonizing urban areas with the sea, islands, and natural ecological zones, while preserving landscapes, the environment, and adapting to climate change; it is a strategically important area for national defense and security, linked to the protection of maritime sovereignty, islands, and the Truong Sa special zone; and it closely integrates socio-economic development with strengthening national defense and security, ensuring political stability and social order and safety.
It is projected that by 2030, the total urban population of Khanh Hoa will be approximately 2.7 - 2.8 million people; by 2040, approximately 3.7 - 3.8 million people; and by 2050, approximately 5.0 - 5.1 million people.
The planning requirements include ensuring consistency, synchronization, and integration between the Khánh Hòa urban master plan and higher-level plans and ongoing specialized plans; defining principles, criteria, and methods for selecting urban development structure options to ensure the effective utilization of dynamic areas, development corridors, central hubs, and key spaces of Khánh Hòa city; and researching a multi-polar, multi-center development model, clearly defining the relationship, role, and connection mechanisms between areas and development hubs, aiming to organize a rapid connection system between component cities.
The planning outlines the organization of urban and rural spaces, central areas, main development axes, dynamic areas, conservation areas, and new development areas; ensuring compatibility with administrative units and facilitating development management; and studying the establishment of Khanh Hoa city's position in the new context, not only as a regional center but also as an international maritime economic gateway, focusing on linking with the Central Highlands provinces (via the expressway) and cities along the coastal strip...
