Vice Chairman of the National Assembly Vu Hong Thanh: Khanh Hoa needs key solutions to ensure development goals

On the afternoon of August 18, the working delegation of the National Assembly's Economic and Financial Committee worked with the Provincial People's Committee to monitor the implementation of the National Assembly's resolutions on key national projects and the socio-economic development situation in the province. Comrades: Vu Hong Thanh - Member of the Party Central Committee, Vice Chairman of the National Assembly; Nguyen Minh Son - Vice Chairman of the National Assembly's Economic and Financial Committee chaired the working session. Comrade Tran Hoa Nam - Vice Chairman of the Provincial People's Committee worked with the working delegation.

Progress of 2 expressway projects meets requirements

According to the report of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works (investor), Component Project 1 of the Khanh Hoa - Buon Ma Thuot Expressway Project is 31.5km long; the total construction output to date has reached VND 2,037 billion (56.28% of the construction contract value). Of which, the first 20km of the route connecting National Highway 1 to National Highway 26, part of the 3,000km of expressway to be completed by the end of 2025 according to the Government's plan, is being actively supplemented by the investor and Son Hai Group Company Limited (contractor) with human and material resources to speed up the progress, ensuring completion before December 19. The remaining sections of Component Project 1 are also being accelerated by the contractor, with construction in 3 shifts and 4 crews to be completed in 2027 as planned.

For the Van Phong - Nha Trang Expressway Project, Project Management Board 7 ( Ministry of Construction ) has put into operation the last 70.35km of the route since April 19. For the remaining 13km of the first section (from Co Ma - National Highway 1 intersection to Van Gia - National Highway 1 intersection), contractors are focusing all resources, working overtime, striving to complete the main items on the construction site and are expected to hand over and put into operation before September 2. However, currently, the construction progress of the first 5km of the route by Hai Dang contractor is very slow, therefore, the Provincial People's Committee proposed that the Ministry of Construction direct Project Management Board 7 to find solutions to speed up the construction progress to meet the overall progress of the project.

At the meeting, the investors of the two projects proposed a number of problems related to the synchronous construction of a traffic monitoring and control system on the Khanh Hoa - Buon Ma Thuot expressway project, ensuring synchronization with the expressway network in the region and the national traffic control system to ensure connectivity, efficiency, and cost savings; speeding up the progress of the Rest Stop Project on the Van Phong - Nha Trang expressway project.

Comrade Vu Hong Thanh highly appreciated the efforts of Khanh Hoa province, investors and construction units in implementing two important traffic projects. Although there are still some problems related to site clearance, forest land conversion, material sources, etc., up to this point, the progress of the two projects has met the requirements, especially the first 20km of the Khanh Hoa - Buon Ma Thuot Expressway Project has exceeded the original plan. In the coming time, investors and construction units will continue to remove obstacles, increase human and material resources to speed up the progress in accordance with the direction of the Central Government, contributing to promoting the socio-economic development of the locality.

Comrade Vu Hong Thanh - Member of the Party Central Committee, Vice Chairman of the National Assembly: I highly appreciate the results of socio-economic development of Khanh Hoa province in the past term. Regarding the unachieved aspects, the provincial leaders have frankly acknowledged, pointed out the causes and proposed solutions for development. In the coming time, I suggest that Khanh Hoa focus on reviewing the unachieved targets to overcome them, ensuring the achievement of development goals in the coming term. Khanh Hoa must proactively review the planning, reorient the development space to be in line with the Central's orientation. At the same time, it is necessary to flexibly handle to promptly remove difficulties and obstacles in implementing the 2-level local government model to stabilize development, achieving the double-digit growth target.

Need key solutions

According to the report of the Provincial People's Committee, the economic growth in the first 7 months of 2025 of Khanh Hoa province achieved many positive results. By July 31, the province had disbursed more than VND 5,424 billion in public investment capital, reaching 42.21% of the plan assigned by the Prime Minister. If the additional capital allocated to the development investment expenditure estimate for the resettlement and resettlement project of Ninh Thuan nuclear power plant projects of VND 3,236 billion is included, the disbursement rate only reached 33.72%. The low disbursement rate of public investment capital is mainly due to slow site clearance. To overcome this, the Provincial People's Committee has established a Steering Committee to handle difficulties in site clearance for key and driving projects in the province and a Working Group to monitor, direct, promptly resolve, and remove difficulties and obstacles of enterprises; Urge and direct the implementation of solutions to promptly resolve difficulties and problems in compensation, support, resettlement, and site clearance when the State reclaims land to implement key and dynamic projects in the province...

Comrade Tran Hoa Nam said that Khanh Hoa province is determined to become a centrally-run city by 2030; an international sea tourism and service center; with double-digit economic growth, and a high growth pole of the country. To achieve this goal, the province is making efforts to carry out site clearance to implement key national projects; reform administrative procedures, improve the investment and business environment, remove economic bottlenecks in the locality; strongly promote new growth drivers, develop new and advanced production forces. The Provincial People's Committee has completed the construction of the Khanh Hoa Free Trade Zone Project and reported to the Prime Minister.

Concluding the working session, Comrade Nguyen Minh Son highly appreciated the efforts, creativity and determination in directing and operating socio-economic development of the provincial leaders. However, currently, the progress of disbursement of public investment capital in the area has not been achieved, key projects are still stuck in site clearance, attracting strategic investors is not commensurate with the potential and strengths of the province... Therefore, in the coming time, the provincial leaders need to have key solutions to remove the right bottlenecks. In addition, the province needs to focus on investing in and synchronously completing strategic infrastructure (digital infrastructure, transport infrastructure and industrial park development infrastructure); review, adjust and improve the quality of provincial planning in accordance with the new development space and the development strategy of the province after the merger. Comrade Nguyen Minh Son acknowledged the opinions and proposals of the province and synthesized a report to the National Assembly Standing Committee in the upcoming session.
