
The Lao Cai - Hanoi - Hai Phong railway construction investment project is a national key project, with a total length of 390.9 km, of which the section passing through Lao Cai province is 143.29 km long, affecting 5,181 households in 11 communes and wards.

Identifying site clearance as a key task, Lao Cai province has demonstrated high political determination by establishing a Steering Committee headed by the Provincial Party Secretary, and launching a competition movement "90 days and nights to complete site clearance" to ensure the handover of clean land to investors on schedule.
In the southern area of the province, where the working delegation inspected, site clearance work is being implemented synchronously in many aspects.
Regarding measurement and statistics, up to now, the units have completed 100% of the survey and measurement work on the total area of 724.72 hectares. According to statistics, there are a total of 3,294 affected households (Chau Que commune: 802 households, Xuan Ai commune: 682 households, Quy Mong commune: 467 households, Tan Hop commune: 379 households, Dong Cuong commune: 365 households, Au Lau ward: 290 households, Mau A commune: 309 households), along with the relocation of 558 graves.

Currently, the units are urgently reviewing and completing land recovery documents to carry out the next steps.
Regarding the construction of resettlement areas, to stabilize people's lives, the province has approved the land acquisition project for 26 concentrated resettlement areas (TS) with a total area of 90.53 hectares, with an expected arrangement of 1,205 land lots. The total construction cost for these resettlement areas is 635 billion VND and is expected to start construction from August to December 2025.

Specific progress in the communes is as follows: Chau Que commune, building 4 resettlement areas (19.86 ha) to arrange 239 lots for 181 households; completed surveying and mapping land acquisition for 1/4 of the area.
Dong Cuong Commune, built 3 resettlement areas (8.74 ha) to arrange 112 lots for 82 households; completed surveying and mapping 1/3 of the area.
Tan Hop Commune, built 4 resettlement areas (14.4 ha) to arrange 204 lots for 159 households; completed surveying and mapping 2/4 areas.
Mau A Commune, build 1 resettlement area (12.5 ha) to arrange 160 lots for 135 households; mapping work is expected to be completed before August 10, 2025.
Xuan Ai Commune, built 5 resettlement areas (14.18 ha) to arrange 195 lots for 168 households; completed surveying and mapping 3/5 areas.
Quy Mong Commune, built 5 resettlement areas (11.34 ha) to arrange 88 lots for 67 households; completed surveying and mapping 2/5 areas.

In addition to the achieved results, the site clearance work in the southern communes also faced many difficulties. That is, due to the project's long scope, affecting many residential areas with different living and cultural characteristics, the resettlement arrangement had to be divided into many small clusters, leading to scattered and unfocused investment.

Another major problem is that the Railway Project Management Board has not yet handed over the official land acquisition and clearance dossier, but has only provided preliminary boundaries. This makes it difficult for the locality to accurately determine the number of affected households and the area of land to be recovered.
In addition, changes in route direction in some areas have forced units to conduct additional measurements and counting, affecting the overall progress. The process of merging administrative units in the past has also had a certain impact on work progress, due to changes in the apparatus and personnel.

After directly inspecting the communes of Chau Que, Dong Cuong, Tan Hop, Xuan Ai, Quy Mong and listening to detailed reports on progress as well as difficulties and obstacles, comrade Nguyen Thanh Sinh, Vice Chairman of the Provincial People's Committee, acknowledged the efforts of departments, branches and localities.
Emphasizing that site clearance is the key step in determining the progress of the entire project, he requested that the communes urgently establish a Steering Committee to implement and assign specific tasks, clarify the responsibilities of each member, and avoid shirking and evasion.
" The Fatherland Front and other forces must be mobilized to participate from the beginning to avoid future problems," emphasized Vice Chairman of the Provincial People's Committee Nguyen Thanh Sinh.

The Railway Project Management Board must be responsible for handing over the official land acquisition and clearance dossier, and cannot only provide preliminary boundaries that cause difficulties for the locality.

Regarding compensation, the Vice Chairman of the Provincial People's Committee directed that policies must be reviewed and inconsistencies between agencies must be ended to ensure legitimate rights for the people.
In particular, in the face of difficulties related to the people, he directed that propaganda, mobilization and direct dialogue must be maximized to reach consensus. In cases where people do not agree to land recovery, local authorities must coordinate closely to resolve the issue. The lack of resettlement land is identified as a "hot" issue, and localities must focus on finding new land to ensure that people can soon stabilize their lives.

Vice Chairman of the Provincial People's Committee Nguyen Thanh Sinh emphasized that the project's progress cannot wait, requiring the entire political system to participate with a strong spirit, the highest responsibility, with a specific plan and roadmap for each item, ensuring the handover of clean land to the investor according to the set plan.
