The Deputy Director of Ninh Binh Provincial Police has been appointed as the Director of Lai Chau Provincial Police.

The Ministry of Public Security has transferred and appointed Colonel Bui Quyet Toan, Deputy Director of Ninh Binh Provincial Police, to the position of Director of Lai Chau Provincial Police, effective May 22, 2026.

On May 22nd, the Lai Chau Provincial Police Department held a ceremony to announce the decision of the Minister of Public Security regarding personnel matters. Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, attended and presided over the ceremony.

At the ceremony, a representative from the Ministry of Public Security announced the decision to transfer and appoint Colonel Bui Quyet Toan, Deputy Director of Ninh Binh Provincial Police, to take up the position of Director of Lai Chau Provincial Police from May 22, 2026.

Colonel Bui Quyet Toan, 51 years old, originally from Giao Hoa commune, Ninh Binh province, is an officer who rose through the ranks from the grassroots level. He held leadership positions at the department level for 8 years and served as Deputy Director of the Nam Dinh Provincial Police for 8 years before being transferred to the position of Deputy Director of the Ninh Binh Provincial Police from July 1, 2025.

Previously, the Ministry of Public Security assigned Major General Nguyen Viet Giang, Director of the Lai Chau Provincial Police, to take up the position of Director of the Department of Movement for National Security Protection, effective May 22, 2026.
