According to the report of the Ministry of Education and Training, in the first 6 months of 2024 , the Ministry of Education and Training submitted 11 documents to the Government and the Prime Minister; issued 9 Circulars and 5 individual decisions under its authority. The legal documents are built on the spirit of creating a legal environment to continue to fundamentally and comprehensively innovateeducation and training, gradually removing bottlenecks and obstacles arising from practice, creating an important legal corridor in state management of education and training.

Implementing the direction of the Government and the Prime Minister, the Ministry of Education and Training has completed the Project to summarize 10 years of implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration", submitting it to the Standing Secretariat for consideration and promulgation of the Politburo 's Conclusion on continuing to implement Resolution 29-NQ/TW.
Implementing Resolution No. 686/NQ-UBTVQH15 dated September 18, 2023 of the National Assembly Standing Committee on thematic supervision of the implementation of innovation in general education programs and textbooks, the Ministry of Education and Training has submitted to the Government a Resolution to unify direction for ministries, branches and localities in organizing implementation.
Regarding the results of implementing the key tasks of the education sector, the Ministry of Education and Training has developed, completed and sent to the Ministry of Justice for appraisal the draft proposal to develop a National Assembly Resolution on innovation of the preschool education program, proposed to develop a Resolution on universalizing preschool education for preschool children from 3 to 5 years old; at the same time, continue to research and develop a Project on developing preschool education facilities and improving the quality of nurturing, caring for and educating children from 6 to 36 months old who are children of workers in areas with industrial parks in the period of 2024-2030.

In preparation for the implementation of the 2018 General Education Program for grades 5, 9, and 12, the Ministry of Education and Training has completed the appraisal and approval of the list of textbooks. At the same time, it has directed the Departments of Education and Training, publishers, and associated units to organize training and foster teachers in the use of textbooks for grades 5, 9, and 12 and to provide them fully and promptly, absolutely not allowing delays or shortages of textbooks for the 2024-2025 school year.
Key general education continues to achieve outstanding results in international and regional competitions and contests. Up to now, the delegation participating in the 2024 International Science and Technology Competition won 1 Second Prize (this is the highest prize that Vietnamese students have won since 2013); the team participating in the Asian Informatics Olympiad won 1 Gold Medal, 6 Silver Medals, ranked 6th out of 35 participating countries and territories; the team participating in the Asian Physics Olympiad won 1 Gold Medal, 1 Silver Medal, 6 Bronze Medals - this year's achievements are more outstanding than previous years, after many years the Vietnamese delegation won a Gold Medal and the International Biology Olympiad team won 3 Gold Medals and 1 Silver Medal, ranked 3rd out of 81 participating countries and territories.
The Ministry of Education and Training has also coordinated with ministries, departments, branches and localities to successfully organize the 2024 High School Graduation Exam in a serious and safe manner, with a total of 1,071,393 candidates taking the exam.

One of the tasks that the Ministry of Education and Training has been urgently implementing is to develop and complete the draft dossier of the Law on Teachers to submit to the National Assembly for consideration and comments at the 8th Session (October 2024) and approval at the 9th Session (May 2025) of the 15th National Assembly.
To overcome the shortage of teachers, the Ministry of Education and Training has actively coordinated with the Ministry of Home Affairs to direct, inspect and urge localities to recruit teachers to ensure sufficient number of positions; complete and submit to the Government a proposal to draft a National Assembly Resolution on allowing the recruitment of people with college degrees to teach a number of subjects according to the 2018 General Education Program. As of April 2024, the whole country recruited 19,474 teachers out of a total of 27,826 additional positions.

Promoting the construction and development of databases, up to now, the Ministry of Education and Training has completed the construction of 100% of the education sector's databases from preschool, general education to university, with digitized data of more than 26 million student records, nearly 2 million records of teachers and education staff, of 53,000 preschool and general education institutions and nearly 500 university training institutions.
Identifying the implementation of digital student records as an important solution to strongly promote administrative reform and digital transformation in the education sector, the Ministry of Education and Training has directed localities to pilot the implementation of digital student records for primary schools. To date, 55/63 Departments of Education and Training have connected digital student records to the education sector database.
In addition to the achieved results, the direction, management and implementation of the tasks of the Ministry of Education and Training in the first 6 months of 2024 still have some difficulties and obstacles. There are still some documents submitted to competent authorities for promulgation and promulgation under authority behind schedule; the local shortage of teachers still exists in most localities; the shortage of classrooms in areas with high population density, remote areas, and areas of particular difficulty; investment in education has not met the requirements of innovation and development of education and training - the proportion of state budget expenditure for the education and training sector has not ensured the minimum rate of 20%; the implementation of university autonomy is still slow and confusing...

At the meeting, a number of outstanding issues of the industry were discussed and clarified by the Minister and Deputy Ministers; emphasizing the advantages and difficulties in implementation.
Affirming the level of interest of society and the entire political system in education; at the same time sharing some difficulties of the sector, Minister Nguyen Kim Son hopes to receive the attention and direction of the Government, the Prime Minister, and the Deputy Prime Minister in charge, to help issue appropriate policies, minimizing risks in the transition period. Along with that, attention should be paid to financial policies in education.
According to the Minister, if there is no intensive investment, the risk of inequality in education will increase because nearly 20% of schools are still not solidified. Higher education institutions that do not receive proper investment will also find it difficult to meet the needs of human resources, innovation, creativity, science and technology, and the acceleration of the economy.

Speaking at the meeting, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the results achieved by the education sector in recent times. In particular, along with the assessment that policies have been made more carefully, with a longer-term vision and step-by-step improvement in quality; testing, evaluation, and the quality of education and training have become more substantial... The Deputy Prime Minister especially appreciated the results of the High School Graduation Exam.
Affirming that education and training is an extremely important field, one of the three strategic breakthroughs and is especially valued by society, the Deputy Prime Minister also acknowledged and shared the characteristics of the education sector. Accordingly, with education and training, to get results from policies is a process, the results of human training must be calculated for hundreds of years, not easy to make a breakthrough. This requires calmness, courage, and consistency in viewpoint.
Sharing the difficulties of the education sector, the Deputy Prime Minister said that this is a field that is difficult to quantify, it takes a long time to get results and there is always a certain gap between demand and ability. There are things that have been agreed upon in policy, but to get to the results is a process of negotiation, exchange, and cannot be self-determined... From these general comments, the Deputy Prime Minister had discussions on ways to effectively implement the work, ensuring feasibility; in which he emphasized the viewpoint of "doing what needs to be done".
