Comrade Le Hai Binh, 47 years old, from Hai Phong; holds a PhD in international relations; Has experienced many positions at the Ministry of Foreign Affairs such as: Director of the Press Information Department, Spokesperson of the Ministry of Foreign Affairs, Deputy Director of the Diplomatic Academy and Director of the Institute of Strategic Studies.
