Preventing and responding to environmental incidents that may occur before storm No. 3

In order to limit and minimize damage to people and property, promptly prevent and respond to environmental incidents that may occur before the development of storm No. 3 (WIPHA), the Department of Agriculture and Environment (DARD) requests the Provincial Hydrometeorological Station to proactively monitor closely, increase forecasts, warnings, and promptly provide information on the development of rain and floods, the risk of flash floods, landslides, and flooding in low-lying areas to the DARD, People's Committees of communes and wards, relevant agencies and people to know and proactively deploy prevention and response measures.

The People's Committees of communes and wards shall deploy and strictly implement the contents on strengthening the work of preventing, responding to, and overcoming environmental incidents and consequences of natural disasters according to Official Dispatch No. 2633/SNNMT-QLMT dated June 27, 2025 of the Department of Agriculture and Environment; promptly and regularly notify investors and facilities in the management area of developments of floods, flash floods, landslides, and flooding in low-lying areas of the situation to implement measures to prevent, respond to, and overcome the effects and impacts caused by storm No. 3.

Strengthen inspection and supervision of the operation of environmental treatment and protection works (wastewater treatment systems, wastewater reservoirs, dumping sites, etc.) of production and business establishments in the area to ensure absolute safety against risks, impacts and impacts caused by storm No. 3. Regularly inspect and review to promptly detect, warn and repair routes and road sections in communes and wards at high risk of landslides and unsafe conditions; take measures to repair works that obstruct floods, increasing the risk of flooding in residential areas and locations; direct units that are managing and operating traffic routes to repair, maintain, and regularly dredge drainage systems to limit flooding caused by heavy rains and floods. Arrange locations for solid waste collection sites to handle solid waste generated in emergency situations caused by heavy rains, flash floods, and landslides. Proactively develop and promulgate environmental incident response plans in accordance with the provisions of the 2020 Law on Environmental Protection when implementing two-level local government.

Investors, production and business establishments shall deploy and strictly implement the contents on strengthening the prevention, response and remediation of environmental incidents and consequences of natural disasters according to Official Dispatch No. 2633/SNNMT-QLMT. Build and train on-site forces to respond to environmental incidents. Arrange forces, prepare adequate supplies, equipment and means to be ready to handle emergency situations.
