The 11th Army Emulation Congress for Victory has the theme "Promoting the heroic tradition and noble qualities of 'Uncle Ho's Soldiers', the entire army competes to build a revolutionary, disciplined, modern army, firmly protecting the socialist Vietnamese Fatherland, and together with the country, firmly stepping into the era of strong, prosperous, civilized, and happy development".
The Congress assessed the results of emulation and reward work and the Emulation Movement for Victory in the 2020-2025 period; determined the directions and tasks for the 2025-2030 period; and commended and honored collectives and individuals with outstanding achievements.
Over the past 5 years, emulation and reward work and the Emulation to Win movement have been led, directed, and deployed promptly, comprehensively, synchronously, with focus and key points by the Central Military Commission, the Ministry of National Defense, the General Department of Politics, and Party committees, political commissars, and commanders at all levels, with high efficiency.
The Emulation Movement for Victory took place vigorously and widely, with many innovations and outstanding activities, especially emulation in strategic consulting work with the Party and State on military and national defense, in performing training tasks, combat readiness, preventing and combating all kinds of crimes, overcoming the consequences of natural disasters and epidemics, search and rescue, and in celebrating major holidays of the Party, the country, and the Army.

From all fields of work, tens of thousands of advanced models representing the qualities of "Uncle Ho's soldiers" in the new period have emerged. Summarizing the emulation movement for the period of 2020-2025, the Minister of National Defense signed Decision No. 4511/QD-BQP dated September 12, 2025, awarding the Emulation Flag to 84 collectives; and Certificates of Merit to 151 collectives and 158 individuals.
In the 2025-2030 period, the Central Military Commission and the Ministry of National Defense will focus on innovating methods of organizing and directing emulation movements; building emulation models and advanced models that are truly outstanding and have the power to spread and convince throughout the entire army and the whole country; stepping up propaganda, encouragement, and promoting the role of advanced models, especially propaganda and setting examples in agencies and units.
The entire army responded to and closely and effectively implemented the emulation movements of the whole country; linked the Campaign to Promote Tradition, Devote Talents, and Be Worthy of the Title of "Uncle Ho's Soldiers" in the New Period with the patriotic emulation movement and campaigns and emulation movements in localities and units; strive for each soldier to be a cultural soldier, each unit to be a cultural highlight in the area of station.

Congratulating the collectives and individuals honored and rewarded in the Emulation Movement for Victory, General Secretary To Lam affirmed that the Congress is a festival to honor the will, discipline, strength, intelligence and devotion of "Uncle Ho's soldiers". These advanced models are vivid proof of the strength of tradition, discipline, creativity and the close military-civilian relationship.
The spread of the emulation movement to victory does not stop in barracks, units, and the army, but also inspires ministries, branches, localities, businesses and the community, contributing to creating a patriotic emulation tradition throughout the country in building and defending the Fatherland.
The General Secretary emphasized that when Uncle Ho launched the patriotic emulation movement, the Army took the lead in responding and from practical combat and work, a unique feature was formed, the movement "Emulation to Win" - competing to fight well, work well, produce well, and compete to win when going to war.
In every revolutionary stage, Emulation for Victory is always the catalyst that turns determination into results, turns goals into reality. Thanks to emulation, the unit has a common, measurable goal; each person has a specific task to complete thoroughly; discipline becomes strength; initiative becomes a resource.
From there, the qualities of "Uncle Ho's soldiers" were formed: modest but resilient, disciplined but creative, decisive but humane, determined to fight and determined to win.

According to the General Secretary, the Victory Emulation Campaign is valuable because of its continuity and depth; it is not a temporary “launch” but the “beat of life”. Each day has a criterion, each week has a practical task, each month has an initiative, each quarter has a sustainable result.
The starting point is the soldier; the nucleus is the team, squad; the driving force is the platoon, company; the decision is made by the Party committee and commanders at all levels. Competition here is not about “chasing achievements”, but about “daily bread and butter” in a specific military environment, precisely, following procedures, safely, effectively and suitable for modern combat situations.
The General Secretary pointed out that building and defending the Fatherland in the new situation requires the army to be both "regular, elite, modern" and "mobile, flexible, and digitally intelligent". The "Determined to Win" emulation campaign must become the "operating system" for three roles: "Combat army", taking the training criteria of "close to actual combat, close to the combat object, close to the area, close to weapons and equipment" as the axis; considering mastery of weapons, equipment, and high technology as mandatory indicators; safety and discipline as the red line.
"Working army" links emulation goals with the task of mobilizing the masses, building a solid people's position; closely coordinating with the local political system, contributing to maintaining social stability and consolidating people's trust.
“Production labor army”, promoting research-design-manufacturing, mastering the production chain to ensure technical standards; participating in socio-economic development in remote, border and island areas; promoting digital transformation in the defense industry and military logistics.

Emulating that emulation is only meaningful when it is “real-good-beautiful-useful”, the General Secretary requested the entire army to continue to rectify formalities; absolutely avoid chasing superficial targets; prioritize quality, efficiency, and depth. Emulation must make people better, units stronger, work smoother, and military-civilian relations stronger. Emulation must contribute to “tightening the ranks”, spreading positivity, encouraging young talents, and creating space for initiatives of soldiers, military women, and defense workers.
Party committees and commanders should take care to replicate typical examples, have a mechanism for timely recognition and appropriate rewards; and incorporate good models into training and work programs so that everyone can progress together. Each soldier must know how to put their mission first, know how to discipline themselves, respect procedures, cooperate in combat, handle situations, love their teammates and the people.
The General Secretary wished the 11th Military Emulation Movement to "breakthrough, spread, and be sustainable", so that each unit would be a "fortress of discipline and creativity", each soldier a "fire of devotion", and each mission a "victorious battle".

On this occasion, on behalf of the leaders of the Party, State, and Central Military Commission, General Secretary To Lam presented the Congress with a banner with 16 golden words: "Loyalty, steadfastness - Solidarity, discipline - Breakthrough development - Determined to fight and win".
On behalf of the Presidium, General Nguyen Tan Cuong read the Congress's Letter to officers and soldiers of the entire army.
