For policies to be implemented effectively, it is essential to have dedicated individuals committed to working at the grassroots level.
The government has issued regulations on the organization and operation of villages and residential areas, as well as policies and regulations for part-time grassroots officials. Of particular note are the regulations on allowances and policies for village and residential area officials, linked to the requirement of transparent and legally compliant personnel arrangement and placement.
Following the merger of three hamlets into one, the population of Ngan Cau hamlet (Yen Phong commune, Bac Ninh province) increased from over 100 households to nearly 600 households.
Mr. Thien's workload as the village Party Secretary will increase significantly if he continues to be entrusted with the position, and his allowance will increase by more than 5 million VND, up from the previous 2 million VND.

Village and neighborhood officials are required to have knowledge and experience in mobilizing the people, organizing and implementing tasks at the grassroots level , planning, and compiling information, etc.
Mr. Nguyen Van Thien (Secretary of the Party Branch of Ngan Cau village, Yen Phong commune, Bac Ninh province) shared: "The current system is still not adequate, not meeting the aspirations or providing a level of support that would allow non-professional comrades in the locality to work with peace of mind."
According to regulations, villages with 700 or more households, residential areas with 1,000 or more households, or those located in special areas are entitled to an allowance equal to 8 times the basic salary, divided among the positions within the village or residential area. Other areas are subject to an allowance of 6.5 times the basic salary.
However, many argue that the current allowances are still not commensurate with the responsibilities and pressure of the job, especially in the context of the need to attract young, qualified people to work as village and neighborhood officials.
Mr. Nguyen Van Dong (Chairman of the People's Committee of Tam Tien commune, Bac Ninh province) said: "Such a level of support is low compared to the current general standard. This makes it difficult to attract capable and qualified officials to participate in tasks at the village level."
The positions at the village and neighborhood level are Village Head or Neighborhood Head, Party Branch Secretary, and Head of the Fatherland Front Committee, with no more than three people. However, in practice, additional positions and deputy positions are created to meet the increasing workload.
Mr. Nguyen Van Phuong (Deputy Director of the Department of Internal Affairs of Bac Ninh province) said: "Later, using its own budget, the locality will have to provide additional support to motivate those participating in village work. The people in the villages are very hardworking."
Village and neighborhood officials need to possess knowledge and experience in mobilizing the people, organizing and implementing tasks at the grassroots level , planning, compiling, reporting, and applying information technology… This also poses a challenge for localities in the context of limited local human resource quality.
As for former part-time officials who are re-elected as village or neighborhood officials, they must return the severance pay they received previously.
