As the economic, cultural, and political center of the region, Phu Yen commune prioritizes creating favorable conditions for all economic sectors, especially private businesses in the fields of industry, agriculture, trade, services, and tourism. The commune currently has 96 enterprises and cooperatives, and over 1,000 individual business households operating in various sectors: trade and services, basic construction, transportation, agricultural and forestry product exploitation and processing, building materials production, small-scale mechanics, and general services.

To promote the sustainable development of the private economy , the People's Committee of Phu Yen commune has coordinated with specialized agencies of the province and relevant units to guide and support people and organizations and individuals in carrying out procedures for registering business households, registering taxes, establishing enterprises and cooperatives in accordance with regulations. It has also coordinated with banks and credit institutions in the area to review loan needs, creating conditions for production and business households and cooperatives to access preferential capital sources, expand investment and develop production and scale of operations. At the same time, it monitors the operational situation of businesses, enterprises, and cooperatives to promptly resolve difficulties and obstacles, creating a favorable and open environment for the development of the private economic sector. It has also intensified propaganda activities and supported enterprises and cooperatives in promoting and boosting the consumption of agricultural products through mass media; and deployed booths on e-commerce platforms such as Postmart (now buudien.vn) and Voso. Organize livestreaming campaigns to promote the consumption of fruits and agricultural products on e-commerce platforms. Coordinate support for businesses, cooperatives, and household businesses to gradually access electronic tax filing, with support reaching over 95% of household businesses and 100% of businesses and cooperatives filing taxes electronically.

With an improved investment environment and strengthened confidence, many businesses, cooperatives, and production and business households in Phu Yen commune have focused on investing in high-tech agricultural projects, deep processing, and initially developing eco-tourism and services. This has significantly contributed to the economic restructuring, improved people's lives, and sustainable poverty reduction, such as: Phu Yen Shoe Factory of Ngoc Ha Shoe Joint Stock Company; Duc Duong Phu Yen Co., Ltd.; V-Shantea Tea Production Cooperative; Muong Tac Agricultural Cooperative; Quang Huy Agricultural Service Cooperative... These businesses and cooperatives in Phu Yen commune have created jobs for more than 2,000 workers, with an average income of 6-10 million VND/person/month.
As a leading large-scale manufacturing and investment unit in the Phu Yen area, Phu Yen Shoe Factory, a subsidiary of Ngoc Ha Shoe Joint Stock Company, provides stable employment, ensures income, and cares for the lives of thousands of workers, contributing to the overall development of the locality. Mr. Bui Manh Dung, Director of the Factory, stated: The unit specializes in producing leather shoes and sandals, with a production volume of over 2.5 million pairs per year, exporting to EU countries, the US, Canada, etc. Currently, the factory employs 1,700 workers across 3 production facilities, including 2 in Phu Yen commune and 1 in Muong Coi commune; 100% of the workers are local residents from the former Phu Yen district. The factory consistently implements policies to support the lives of its workers, aiming for long-term development and a strong bond between the company and its employees.
Along with developing businesses, cooperatives in Phu Yen commune are also a bright spot in the province in linking production, connecting with the value chain of key agricultural products and developing tourism, contributing to increasing the value of agricultural products, raising members' income, and creating momentum to boost the economy. A prime example is the V-Shantea Tea Production Cooperative in Buc sub-district, which has built a brand of high-quality, specialty local tea known to customers in provinces and cities nationwide, with products such as Pu-erh tea and tea cakes.
Leading us on a tour of the tea processing area, Mr. Ha Duc Thang, Director of the Cooperative, introduced: "The cooperative was established in 2022 with 4 members, using raw materials from the ancient tea growing region in Suoi To commune, ensuring absolutely safe tea with a sweet, refreshing, and fragrant taste. To date, the V-Shantea tea production cooperative has 16 tea products, including high-quality products such as Pu-erh tea, black tea, white tea, and green tea... Notably, 3 products, 'Thien Hy Raw Tea,' Phu Hoa white tea, and Phu Hoa green tea, have been certified with OCOP 3-star. Each year, the cooperative produces about 4 tons of finished tea, selling at prices from 1.5 million VND/kg upwards, mainly consumed in Hanoi and exported to China, and highly appreciated by consumers."

Discussing the direction for promoting the development of the private economy in the area, Mr. Dinh Duc Thang, Chairman of the People's Committee of Phu Yen commune, said: The commune creates favorable conditions to promote the development of the private economic sector, increasing both the quantity, quality, and efficiency of production and business activities; creating momentum for rapid growth in agriculture, industry, trade, and services. By the end of 2030, the commune aims to have approximately 140 enterprises, with about 10 new enterprises established per year, and 39 cooperatives, with 2 new cooperatives established per year, creating jobs and income for over 3,000 people, with an average monthly income of 8 million VND or more per worker; over 60% of cooperatives operating at a good or excellent level; 20-30% of cooperatives gradually applying science and technology or digital transformation in production and management; and 1-2 key products or OCOP products of the commune having established brands and trademarks.
Currently, Phu Yen commune has completed the planning for its industrial cluster, creating a foundation for attracting investment and developing industry and small-scale handicrafts. At the same time, it continues to survey the potential for tourism development within the community, build tourism routes connecting within and outside the commune, encourage private businesses to participate in tourism and trade services; create favorable conditions and encourage people, cooperatives, and private enterprises to effectively exploit existing potential and advantages... gradually developing a multi-sector economy, contributing to rapid and sustainable development, and striving to achieve the new rural standard.
