The Resolution of the First Congress of the Viet Hung Ward Party Committee identified 5 leadership viewpoints, 3 breakthroughs, 16 targets, and 6 groups of key tasks and solutions to be implemented during the 2025-2030 term.

Immediately after the successful conclusion of the First Party Congress of Viet Hung Ward, the Ward Party Committee promptly issued four comprehensive work programs for the entire term, focusing on key priorities and linked to specific, easily quantifiable results. All aimed at concretizing the goals of sustainable, civilized, and modern development, striving to build a sustainable, civilized, modern, and livable ward.

Program No. 1 focuses on building a strong and comprehensive Party and political system that operates effectively and efficiently, is close to the people, serves the people; and emphasizes the innovation of advanced and modern leadership and management methods, the strong application of science and technology, and digital transformation, coupled with building a professional, creative, ambitious, and capable team of cadres, civil servants, and public employees to meet the requirements of the development era of 2025-2030. Program No. 2 is on "Improving the quality of life for the people, building elegant, civilized, compassionate, and happy people in Viet Hung ward in the period of 2025-2030". Program No. 3 is on "Investing in and completing the urban infrastructure system, building Viet Hung ward towards a green, smart, and modern urban area in the period of 2025-2030". Program No. 04 on "Developing a green and smart economy, focusing on exploiting land resources in Viet Hung ward, 2025-2030".

The highlight of each program is that the ward directly identifies specific target groups for each main content area, and on that basis determines implementation solutions. For example, in Program No. 01, the ward specifically identifies 18 targets on innovating the leadership, management, and operation methods of the ward's political system towards a modern, people-oriented, and people-serving direction; 10 targets on the team of cadres, civil servants, and public employees; and 7 general targets on the annual evaluation and emulation of collectives and organizations.

Building a comprehensive digital work environment.

The task ahead is fraught with difficulties and challenges, but Viet Hung ward not only possesses political determination but also clearly identifies key solutions focusing on strategic breakthroughs for development. Based on practical experience and analysis of "bottlenecks," Viet Hung ward has identified a focus on modernizing leadership and management methods – shifting from "Manual leadership based on experience and aggregated information" to "Digital data-driven leadership." This includes strengthening interaction between organizations and agencies within the political system, especially between the government and citizens and businesses – prioritizing citizen satisfaction. Simultaneously, the ward aims to build a team of officials who are "Professional, creative, ambitious, and courageous" in the digital age.

The ward Party Committee clearly defines the requirement for comprehensive leadership but without replacing the government's role, ensuring unity in direction while encouraging the initiative and creativity of the government and organizations within the political system. Monthly, ward leaders regularly attend meetings and work with Party organizations, agencies, and units under their assigned responsibility. Leadership resolutions are reformed to be concise, clear, and focused on key areas; each resolution is accompanied by an appendix clearly assigning tasks, responsibilities, and timelines for implementation/completion. An automated monitoring, supervision, and progress tracking system is implemented using management software, ensuring that all tasks related to resolutions, programs, plans, and conclusions are monitored and results are publicly disclosed. A system of work process procedures is established and automatically monitored and evaluated annually. 100% of departments, agencies, administrative organizations, and public service units within the political system maintain and effectively apply the quality management system according to TCVN ISO 9001 standards.

“Minimize meetings, and if meetings do occur, keep them concise and focused on discussing solutions to overcome obstacles, avoiding merely listening to reports. Build a comprehensive digital working environment within the political system; ensure all directive and operational documents are digitally signed and implemented on digital platforms; automate the compilation of periodic reports and statistics through smart dashboard systems,” the representative of the Viet Hung Ward Party Committee stated.

To achieve sustainable, civilized, modern, and livable development, Viet Hung ward steadfastly adheres to its development principles, with particular emphasis on continuing to promote the spirit of unity and democracy; fostering a spirit of innovation, creativity, boldness in thinking and acting, and aspiration for breakthroughs from the entire political system and all the people, contributing ideas and participating in building a strong and comprehensive Party and political system.

The First Party Congress of Viet Hung Ward clearly defined its determination to quickly implement the Congress Resolution, bringing about immediate results. In line with this spirit, in October 2025, the Viet Hung Ward Party Committee organized a conference to disseminate and implement the Resolution of the First Ward Party Congress, along with the four comprehensive work programs, with the participation of thousands of cadres and Party members at 98 locations.
