After 4.5 months of operating under the 2-level local government model, the political system of Viet Hung ward has affirmed its effectiveness and efficiency.

The Resolution of the 1st Congress of Viet Hung Ward Party Committee identified 5 leadership viewpoints, 3 breakthroughs, 16 targets, 6 groups of tasks, and key solutions to be implemented in the 2025-2030 term.

Immediately after the successful 1st Viet Hung Ward Party Congress, the Ward Party Executive Committee quickly issued 4 full-term work programs with focus and key points, linked to specific, easy-to-count products. All aimed at concretizing the goals of sustainable, civilized, modern development, aiming at building a ward that is sustainable, civilized, modern, and worth living.

Program No. 01 focuses on building a strong and comprehensive Party and political system that operates effectively, efficiently, and is close to the people and serves the people; focuses on innovating advanced and modern leadership and management methods, strongly applying science and technology, digital transformation associated with building a team of professional, creative, ambitious, and courageous cadres, civil servants, and public employees to meet the requirements of the development era in the period of 2025-2030. Program No. 02 on "Improving the quality of people's lives, building elegant, civilized, affectionate, and happy Viet Hung people in the period of 2025-2030". Program No. 03 on "Investing in and perfecting the urban infrastructure system, building Viet Hung ward in the direction of a green, smart, and modern urban area in the period of 2025-2030". Program No. 04 on "Green and smart economic development, focusing on exploiting land resources in Viet Hung ward, period 2025-2030".

The highlight of each program is that the ward goes straight to identifying specific groups of indicators for each main content, on that basis determining implementation solutions. For example, in Program No. 01, the ward specifically identifies 18 indicators on innovation in leadership, management and operation methods of the ward political system in the direction of modernity, closeness to the people, serving the people; 10 indicators on the team of cadres, civil servants and public employees; 7 general indicators on annual collective and organizational evaluation and emulation.

Building a comprehensive digital workplace

The tasks are full of difficulties and challenges, but Viet Hung ward not only has political determination but also clearly identifies important solutions focusing on strategic breakthroughs for development. From practical experience, analyzing "bottlenecks", Viet Hung ward determined to focus on modernizing leadership and management methods - shifting from "Leadership based on experience and manually synthesized information" to "Leadership based on digital data". Strengthening interaction between organizations and agencies in the political system, especially the government with people and businesses - taking people's satisfaction as the center of service. At the same time, building a team of "Professional, creative, ambitious, and courageous" cadres in the digital age.

The Ward Party Committee clearly defines the requirement for comprehensive leadership but does not replace, ensuring unity in direction, while encouraging the initiative and creativity of the government and organizations in the political system. Every month, ward leaders regularly attend meetings and work with Party organizations, agencies, and units assigned to be in charge and monitor. The leadership resolution is innovative in the direction of being concise, clear, and focused on the core. Each resolution is issued with an appendix clearly assigning tasks, clearly identifying responsible people, and clearly stating the progress of implementation/completion. Deploying a model of automatic monitoring, supervision, and urging progress using a management software system, ensuring that all tasks of implementing resolutions, programs, plans, and conclusions are controlled in progress and results are made public. Building a system of work processing procedures and being automatically controlled and evaluated annually; 100% of departments, offices, agencies, administrative organizations, and public service units in the political system maintain and effectively apply the quality management system according to TCVN ISO 9001 standards.

“Limit meetings, organize meetings (if any) concisely, focus on discussing solutions to remove obstacles, avoid the situation of only listening to reports. Build a comprehensive digital working environment in the political system; ensure that all directive and operational documents are digitally signed and deployed on a digital platform; automate the synthesis of periodic reports and statistics through smart dashboard systems”, the representative of the Party Committee of Viet Hung ward stated.

To develop sustainably, civilized, modern, and livable, Viet Hung ward firmly adheres to development viewpoints, especially emphasizing the need to continue promoting the spirit of solidarity and democracy; arousing the spirit of innovation, daring to think, daring to do, aspiration, and breakthrough of the entire political system and all people to contribute ideas and participate in building a strong and comprehensive Party and political system.

The 1st Congress of the Party Committee of Viet Hung Ward clearly determined to quickly put the Resolution of the Congress into practice, bringing about effectiveness right from the start. In that spirit, in October 2025, the Party Committee of Viet Hung Ward organized a Conference to disseminate and deploy the Resolution of the 1st Congress of the Party Committee of the Ward along with 4 full-term work programs with the participation of thousands of cadres and party members at 98 connecting points.
