According to the investigation, on March 14, the People's Committee of Thach That district (Hanoi city) issued a decision to impose an administrative fine of 35 million VND because Mr. C. "organized the construction of a project without a construction permit in accordance with the regulations requiring a construction permit for the construction of individual houses".

In addition, within 30 days from the date of issuance of the above penalty decision, Mr. C. must complete the application for a construction permit to the competent authority and obtain a construction permit. After this period, if Mr. C. fails to present a construction permit, he will be notified and required to demolish the illegal construction work. In case a construction permit is granted, Mr. C. must dismantle the construction work and the part of the work that is not in accordance with the granted permit before construction can continue.

On April 17, Mr. Nguyen Kim Loan - Vice Chairman of the People's Committee of Thach That district signed and issued construction permit No. 32 to Mr. C. and Ms. NTQH. According to the construction permit, this is a single-family house project, on plot No. 152, map sheet No. 14 (village 1, Tan Xa commune), the plot has an area of 726.5 m2.

The project is licensed for 3 floors + attic. Of which, the construction area of the first floor is more than 150 m2. The total floor area is nearly 492 m2. The construction density of the entire plot of land is 20.7%. Immediately after that, the project was "magically" transformed by the investor into 9 floors. The construction density is almost the entire plot of land.

Therefore, up to now, 4 months since the decision on enforcement, this 9-story building still shows no signs of demolition.

After Chairman of Hanoi People's Committee Tran Sy Thanh requested the authorities to investigate and clarify, this project has now been closed .
