On March 2nd, the People's Committee of District 1, Ho Chi Minh City, implemented Circular 29 on supplementary tutoring to the Department of Education and Training, the People's Committees of 10 wards, and the principals of primary and secondary schools in the area.

The People's Committee of District 1 has directed an inspection of tutoring centers.
Accordingly, the District 1 People's Committee assigned the District Education and Training Department, based on the regulations in Circular 29 and other directives from the Ho Chi Minh City People's Committee and guidance from the Department of Education and Training on supplementary tutoring in Ho Chi Minh City, to take the lead in coordinating with relevant agencies to manage supplementary tutoring in the district.
The District 1 Department of Education and Training is responsible for guiding and organizing the implementation of regulations on supplementary tutoring for schools, organizations, and individuals under its management. Emphasis is placed on ensuring that primary schools understand that supplementary tutoring for primary school students is prohibited.
At the same time, the Department of Education and Training is developing a plan to coordinate with the People's Committees of the 10 wards to inspect extracurricular tutoring activities in their managed areas, handle violations within their authority, or propose that the competent authorities handle the violations.
Compile any difficulties or obstacles arising related to the management of extracurricular tutoring (if any), and promptly propose guidance to the Department of Education and Training.
Regarding the ward authorities, the District 1 People's Committee has assigned the People's Committees of the 10 wards in the district to coordinate with the Department of Education and Training and other relevant agencies in managing the implementation of regulations on tutoring and supplementary classes in their respective areas.
To monitor and inspect compliance with legal regulations regarding working hours, overtime hours, and regulations on security, order, safety, environmental hygiene, and fire prevention by organizations and individuals providing extracurricular tutoring outside of school in the area.
The District 1 Department of Education and Training organized a workshop on teaching speaking and listening skills to 5th-grade students in a competency-based approach.
What instructions does the Department of Education and Training give to the district education departments regarding extracurricular tutoring?
Reportedly, the Ho Chi Minh City Department of Education and Training has established five inspection teams to monitor the implementation of Circular 29 on supplementary tutoring. These five teams will inspect public secondary and high schools, as well as supplementary tutoring centers in 22 districts, regarding the management of supplementary tutoring both inside and outside of schools.
At the same time, these inspection teams will check whether the life skills centers are implementing the content of their licenses correctly.
According to the leaders of the Department of Education and Training, in addition to inspecting facilities that comply with regulations on tutoring, the aim is also to promptly detect, handle, and propose appropriate solutions to difficulties and obstacles in the implementation of Circular 29.
At the same time, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, sent a document to the heads of the Education and Training Departments of Thu Duc City and other districts and counties, and the principals of high schools… requesting the leaders of these units to urgently implement the contents regarding extra tutoring.
Accordingly, the relevant units are to organize, disseminate, and publicize Circular 29 on regulations regarding supplementary teaching and learning to officials, civil servants, teachers, staff, students, and parents. All officials and teachers in the city's education sector must strictly adhere to the regulations on supplementary teaching and learning; develop plans for inspection and review; and resolutely prevent any unauthorized supplementary teaching and learning from occurring inside or outside schools.
Regarding the Department of Education and Training, Mr. Hieu requested strict implementation of the directives from the Chairman of the People's Committee of Thu Duc City and the districts and communes concerning the guidance and inspection of extracurricular tutoring activities in the area. Emphasis should be placed on thoroughly explaining to primary schools the absolute prohibition of extracurricular tutoring for primary school students, as stipulated in Clause 1, Article 4 of Circular No. 29/2024/TT-BGDĐT; directing unit heads to adjust and develop plans for implementing the two-session-per-day program in accordance with the requirements of the 2018 General Education Program; and strengthening and supplementing club activities, talent development activities (art, sports, etc.), and life skills training, ensuring they are appropriate to local characteristics and the time constraints of parents' drop-off and pick-up times.
The Director of the Department of Education and Training also emphasized that the district education and training departments should take measures to handle violations of regulations on tutoring and supplementary classes within their jurisdiction or report them to the competent authorities.
