Military Region 5 is a strategic area in terms of politics , economy, national defense and security, with an important position on the mainland, border, sea and islands. Based on the clear awareness of that position and importance, the Party Committee and Command of Military Region 5 have directed agencies and units to closely coordinate with local Party committees and authorities to promote propaganda, education and training on national defense and security for all subjects and the entire population.

100% of the annual national defense and security knowledge training targets are completed; the training subjects are expanded to include religious dignitaries, clan leaders, business owners, fishermen at sea... Thereby, the awareness and responsibility of the local people for the cause of building and protecting the Fatherland are increasingly enhanced.

The armed forces of Military Region 5 always combine the tasks of training and combat readiness with mass mobilization work, helping people develop the economy , consolidate infrastructure, and build a strong political base, especially in remote, border, and island areas.

In those areas, each officer and soldier becomes a strong "fence", standing side by side with the people to protect the sovereignty and security of the Fatherland. Units proactively mobilize forces and means to respond promptly in search and rescue, overcome the consequences of natural disasters and epidemics; effectively implement programs of "Repaying gratitude", eliminating temporary and dilapidated houses, building gratitude houses, comrade houses... creating a solid foundation for "the people's hearts and minds".

The Party Committee and the Military Region 5 Command closely coordinated with the Provincial and Municipal Party Committees to lead and direct the linking of military and national defense tasks with socio-economic development; to build increasingly strong provincial and municipal defense zones and military zone defense zones. The Defense Zone Steering Committees and Civil Defense Command Committees at all levels were strengthened and operated in a disciplined and effective manner. The potential and defense posture were comprehensively consolidated in all aspects: politics - spirit, economy, military and people's hearts. Defense works in combat bases, rear bases, logistics - technical bases, command posts at all levels, and permanent militia combat posts at the land border were invested in and built synchronously, linked with civil defense items, forming a solid and interconnected defense posture.

Closely following the resolutions and directives of the Central Military Commission and the Ministry of National Defense, the Party Committee and Command of Military Region 5 resolutely deployed solutions to build a "refined, compact, and strong" armed force of Military Region 5; adjusted and arranged the organization reasonably, ensuring sufficient numbers, a synchronous and high-quality structure; effectively implemented the project to rearrange the organization of local military agencies according to two-level local governments, building an elite and modern standing force, a strong, synchronous and high-quality reserve force, a strong and widespread militia and self-defense force, meeting requirements and tasks.

Training work has been comprehensively innovated, closely following the motto of "basic, practical, solid"; attaching importance to synchronous, in-depth, realistic training; focusing on defensive operations, protecting borders, seas, and islands. The content and form of exercises have been improved, combining live-fire exercises, joint military-service operations associated with the defense of the Military Region; joint rescue and relief exercises with Laos and Cambodia have all been completed excellently. Recruitment work has reached 100% of the target, ensuring quality; the militia and self-defense force has been built reasonably, meeting requirements and tasks; the reserve mobilization force has been synchronized and of high quality.

Towards the 80th anniversary of the Traditional Day of the Military Region 5 (October 16, 1945 / October 16, 2025), all officers and soldiers promote the tradition of "Self-reliance, self-strengthening, overcoming difficulties, intelligence, creativity, resilient fighting, glorious victory", determined to build a clean, strong, exemplary Military Region Party Committee; a comprehensively strong armed force, ready to meet the requirements of building and defending the Fatherland in the new situation.

In the 2025-2030 term, the Party Committee and Command of Military Region 5 will continue to thoroughly grasp and strictly implement resolutions, directives and strategies of the Party, State, Central Military Commission, and Ministry of National Defense; review and supplement planning and plans to build a solid defense posture for Military Region 5 and defense zones of provinces and cities.

The Military Region coordinates with localities and the Border Guard to implement Resolution No. 26-NQ/TW and Resolution No. 23-NQ/TW of the Politburo on socio-economic development, associated with ensuring national defense and security in the North Central, Central Coast and Central Highlands regions. The focus is on mobilizing investment resources to build a synchronous and modern defense posture; enhancing political-spiritual, economic and defense potential; consolidating defense works and civil defense systems; organizing practical, effective and safe defense-combined defense area drills in combination with civil defense.

At the same time, adjust the defense arrangement in association with socio-economic development; strengthen defense in strategic directions; build an effective and efficient grassroots political system; promote the movement "All people participate in protecting territorial sovereignty and national border security". Attention continues to be paid to military and military rear policies; care for social housing and public housing for officers and soldiers; and step up the search and collection of martyrs' remains.

Focus on building a strong, widespread militia force with sufficient components and forces according to regulations, meeting mission requirements. Continue to implement projects to build a permanent militia fleet to participate in protecting sea and island sovereignty in the new situation and build permanent militia combat posts on land borders; improve the quality of militia, especially in border, coastal and special economic zones; maintain and increase the proportion of party members in the militia force.

Localities invest in facilities and equipment, build regular commune-level military commands, innovate and improve the quality of operations to meet the requirements and tasks in the new situation. Build a strong, high-quality reserve force, focusing on proper military deployment; coordinate re-inspection in accordance with the substance; mobilize, receive and organize education, training and exercises closely; maintain the ratio and improve the quality of party members in reserve soldiers; emergency mobilization units ensure the completion of tasks.

Take the lead and coordinate closely with the military, service branches, Coast Guard, Border Guard, and units stationed in the area in building defense for the Military Region, defense areas, and protecting borders, seas, and islands; coordinate and advise local Party committees and authorities to promptly and effectively handle situations right from the grassroots level, maintaining political security, social order and safety. Prepare sufficient forces and means to perform civil defense work well and be ready to respond to natural disasters, epidemics, search and rescue.

With high political determination, solidarity and close coordination between the armed forces of the Military Region and the Party Committee, government, departments, branches, organizations and people, the defense posture of Military Region 5 will become increasingly solid, contributing to the successful implementation of the two strategic tasks of building and defending the Fatherland, worthy of the trust of the Party, State, Central Military Commission, Ministry of National Defense and people.
