The province has implemented a comprehensive set of solutions to combat IUU (Illegal, Unreported, and Unregulated) fishing, especially focusing on handling violations of fishing in foreign waters. Many cases of violations have been prosecuted and tried, creating a deterrent effect. The province has mobilized various resources and implemented numerous measures to manage unqualified fishing vessels, resolutely preventing unqualified fishing vessels from operating at sea.
Provincial authorities are strictly managing fishing vessels operating in fishing grounds, ensuring that 100% of fishing vessels are updated to the national Vnfishbase database; and 100% of fishing vessels are equipped with VMS devices as required. Authorities are coordinating with communes, wards, and special coastal zones to strengthen propaganda and advise fishermen to raise awareness and voluntarily comply with legal regulations during fishing operations; and fully implement the recommendations of the European Commission to jointly protect sovereignty and develop the marine economy...
The An Giang Provincial Police have initiated criminal proceedings in 51 cases related to illegal, unreported, and unregulated (IUU) fishing; of which, 43 cases were transferred to the Provincial People's Procuracy, 4 cases were temporarily suspended, 1 case was dismissed, and 3 cases are under investigation. According to the Provincial Police report, among these cases, 17 involved 29 defendants violating foreign waters; 5 cases/5 defendants involved illegal cross-border transportation of seafood and property misappropriation… The Provincial People's Court has tried 29 criminal cases concerning these violations.
The Steering Committee on the Prevention and Control of Illegal, Unreported, and Unregulated (IUU) Fishing in An Giang province announced that the public trials of criminal cases related to IUU violations, with strict and deterrent sentences, serve as a strong educational tool to help fishermen understand the legal consequences. This will help reduce deliberate violations of fishing regulations in foreign waters, organizing illegal emigration, and violating VMS regulations. This also contributes to the prevention and control of illegal, unreported, and unregulated fishing; strengthens the management of fishing vessels to ensure compliance with the law in fishing activities at sea; protects natural fishery resources; protects the marine ecosystem; and restores and maintains fishery resources in fishing grounds for fishermen.
In 2024-2025, provincial authorities handled violations and imposed administrative fines on 20 fishing vessels, totaling over 18 billion VND.

In the first week of December 2025, the Security Investigation Agency of the An Giang Provincial Police issued a decision to initiate criminal proceedings, indict the suspect, and execute an arrest warrant for temporary detention against Nguyen Thanh Duy (born in 1988, residing in Hamlet 3, Gia Rai Ward, Ca Mau Province), the captain of fishing vessel KG-90752-TS, to investigate the act of "Organizing illegal emigration for others." Through investigation, it was revealed that Nguyen Thanh Duy and three other crew members had conspired and agreed to sail the fishing vessel to Thai waters to fish. In January 2024, after completing departure procedures at the Kenh Dai Border Guard Station, Tay Yen Commune (An Giang), they sailed the vessel to Thai waters to fish (approximately 5 nautical miles from the mainland of Songkhla Province, Thailand). On January 17, 2024, the Thai Navy patrol discovered and apprehended Duy and his crew members, and they were repatriated to Vietnam in September 2024. The Security Investigation Agency of the An Giang Provincial Police is currently investigating and clarifying the case, and will handle the suspects according to the law.
