On the afternoon of April 10th, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien chaired a meeting with relevant departments, agencies, and localities in the province regarding state management of minerals, the organization of auctions for mineral exploitation rights, and the management of unit prices for bricks and sand used as construction materials in the province.

According to a report from the Department of Agriculture and Environment, most previously explored mineral mines have now been granted mining licenses to enterprises. The number of valid mineral mines for common construction materials is 74, with reserves of approximately 74,000 cubic meters, including 28 stone mines, 7 sand mines, and 27 hillside earth mines (commercial mines); the remainder are earth, sand, and stone mines designated for specific projects. Specifically, these include the North-South Expressway construction project (eastern section, 2021-2025) through Quang Ngai (over 10 million cubic meters of earth, 2 million cubic meters of stone, and 910,000 cubic meters of sand); the Hoang Sa - Doc Soi Road (5 sand mines, 6 earth mines); and the Dung Quat - Sa Huynh coastal road (3 earth mines).
Regarding the auction of mineral exploitation rights for construction materials, in 2023-2024, the province organized auctions for 10 sand mines with reserves of nearly 1.9 million cubic meters; 13 soil mines (nearly 6.7 million cubic meters); 1 quarry; and 1 dredged sea sand mine. Currently, the winning bidders are completing their dossiers to submit to the relevant authorities for appraisal, as a basis for granting exploitation licenses. However, currently, for 4 out of 10 successfully auctioned sand mines, the winning bidders have requested to return the mines, and the province has imposed penalties and canceled the auction results.

Regarding the prices of bricks and construction sand, according to the Department of Finance, there has been a recent increase due to rising demand. Currently, there are 8 enterprises and 11 production lines for fired clay bricks using tunnel kilns in the province, with a total designed capacity of 280 million bricks per year. The average price as of April 2025 was 1,570 VND/brick (factory price, excluding VAT); there are 13 facilities producing unfired bricks, with a total designed capacity of 262 million bricks per year, and the current price is 1,400 VND/brick. The price of construction sand fluctuates between 129,000 and 317,000 VND/m3, a decrease compared to the same period in 2024.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien affirmed that the province is currently attracting many non-budgetary investment projects and implementing many large-scale public investment projects, leading to an increased demand for minerals used in construction materials. Therefore, departments, agencies, and localities need to enhance their responsibility in managing and exploiting minerals; advise on granting mineral exploitation licenses quickly and in accordance with regulations; and supervise exploitation effectively to prevent losses.
“Regarding the allocation of construction materials for key projects such as the Quang Ngai - Hoai Nhon expressway; the Hoang Sa - Doc Soi road, and the Dung Quat - Sa Huynh road, relevant departments and agencies must expedite the process to ensure project progress. Simultaneously, focus on completing procedures so that in April 2025, the province can continue to auction off seven sand mines for ordinary construction materials. As for the prices of bricks and construction sand, the Department of Construction and the Department of Finance must study measures to manage prices in line with the general price level in the region, creating favorable conditions for construction activities in the area,” emphasized Vice Chairman of the Provincial People's Committee Tran Phuoc Hien.
