Thoroughly understand some new documents on Party building work.

On the afternoon of October 20th, in accordance with Official Letter No. 39-CV/BTCĐU dated October 27th, 2025, from the Party Organization Committee of the Government on the dissemination of several new documents related to Party building and organization, the Party Committee of the Ministry of Foreign Affairs held a conference to disseminate the documents online, connecting with the Party Committee of the Government.

Mr. Hoang Dang Quang, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Organization Department, along with other Deputy Heads of the Central Organization Department, chaired the conference.

At the Party Committee of the Ministry of Foreign Affairs' meeting point, attendees included representatives from the Standing Committee of the Ministry's Party Committee; leaders and staff of the Party Committee's advisory and support departments; representatives of subordinate Party committees in Vietnam, and 71 subordinate Party committees abroad.

At the conference, Deputy Head of the Standing Committee of the Central Organization Department Hoang Dang Quang briefed on several new documents regarding Party building and organization work, such as: Regulation No. 368 dated September 8, 2025, of the Politburo on the list of positions, groups of positions, and leadership roles in the political system; Regulation No. 377 dated October 8, 2025, of the Politburo on the decentralization of personnel management and planning, appointment, nomination, temporary suspension, dismissal, resignation, and removal from office for officials; and Conclusion No. 198 dated October 8, 2025, of the Politburo on the policy of evaluating leading and managerial officials in the political system.

Next, Mr. Nguyen Quang Duong, Member of the Central Committee of the Party and Deputy Head of the Central Organization Department, briefed on Regulation No. 365 dated August 30, 2025, of the Politburo on the standards for official positions under the management of the Central Committee, Politburo, and Secretariat of the Party, and the framework of standards for official positions and leadership positions at all levels; Regulation No. 366 dated August 30, 2025, of the Politburo on the review, evaluation, and classification of the quality of collectives and individuals in the political system; and Regulation No. 367 dated September 4, 2025, of the Politburo on some issues concerning the protection of internal political security of the Party.

In his concluding remarks at the conference, Deputy Head of the Standing Committee of the Central Organization Department Hoang Dang Quang emphasized the role of newly issued documents from the Central Committee on Party building and organization; and requested that Party committees and organizations at all levels closely coordinate with the Central Organization Department to finalize the draft guidelines; continue to thoroughly study the documents to lead and direct the thorough understanding, concretization, and implementation in a synchronized, unified, and effective manner, so as to bring the Party's regulations and conclusions into practice as soon as possible.

Mr. Hoang Dang Quang requested that Party committees and organizations at all levels widely disseminate the results of the Party Congresses at all levels to all cadres, Party members, and the people; promptly issue working regulations and develop a comprehensive work program for the entire term of the Party committees; consolidate and appoint non-local personnel to positions approved by the Politburo and the Secretariat, completing this before December 15th. He also requested the assignment and consolidation of members of the Executive Committee, Standing Committee, Deputy Secretaries, and the consolidation of many leadership positions in the People's Councils, People's Committees, and departments and agencies according to personnel plans that ensure democracy, objectivity, and compliance with regulations.

Furthermore, according to the Deputy Head of the Standing Committee of the Central Organization Department, it is necessary to implement the organizational structure of the political system according to a new model, ensuring smooth and efficient operation, being close to the people, and serving the people better. In addition, Party committees and organizations at all levels should actively participate in the preparation for the 14th National Congress of the Party, especially contributing quality opinions to the Draft Documents to be submitted to the Congress; and meticulously prepare for the election of National Assembly and People's Council representatives at all levels for the 2026-2031 term.

At the Party Committee of the Ministry of Foreign Affairs' meeting point, the conference received a serious and responsible response from Party committees and organizations both domestically and internationally. Delegates appreciated the practical and timely exchange of ideas, which addressed difficulties and contributed to improving the effectiveness of Party building and organization within the entire Party Committee of the Ministry.
