Quang Nam has solutions to address and review violations.

On the morning of January 13th, the Quang Nam Provincial People's Committee Office announced that Vice Chairman Tran Anh Tuan had signed a document proposing solutions to address difficulties and obstacles at Quang Nam Medical College.

Accordingly, the Provincial People's Committee will direct relevant agencies to conduct a review of the responsibilities of collectives and individuals for the violations and shortcomings that occurred at Quang Nam College of Health Sciences.

Furthermore, the Quang Nam College of Health Sciences is directed to inspect and review the extent of the impact and gather specific data regarding the handover of the Quang Nam College of Health Sciences General Hospital's facilities for the treatment of severely ill COVID-19 patients. The reviewed data should be submitted to the Department of Finance for verification and to provide input and advice to the Provincial People's Committee for consideration and financial support to the Quang Nam College of Health Sciences General Hospital due to the impact of requisitioning the hospital for the treatment of COVID-19 patients.

Regarding the long-standing issue of unpaid salaries at Quang Nam Medical College, the Quang Nam Provincial People's Committee has agreed on a policy to write off the debt for training expenses that did not meet the school's targets from 2020 and earlier, amounting to more than 15.5 billion VND.

At the same time, the budget reduction for Quang Nam Medical College will be temporarily suspended from 2023-2025 (1.9 billion VND each year) to provide funds for paying salaries to officials, lecturers, and employees.

The deduction of over 1.3 billion VND from the 2023 budget, which the Quang Nam College of Health Sciences advanced to its general hospital in 2021, has been temporarily postponed; funds have been temporarily allocated to pay salaries and benefits to officials, employees, and workers before the Lunar New Year of Giap Thin 2024.

As Thanh Nien Newspaper reported, on December 14, 2023, 17 officials and lecturers of Quang Nam College of Health Sciences sent a notice of collective work stoppage to the school's leadership.

Seventeen faculty members from the Nursing and Primary Healthcare departments stated they would cease work from December 18, 2023, until the university resolves their salary and allowance issues. Following discussions at meetings, the suspension period was extended to December 31, 2023.

According to the lecturers, the school has not paid their salaries and allowances for six months, from July 2023 to the present. The staff and lecturers are still trying to teach classes because they don't want to affect the students' studies. However, due to the prolonged delay in salary payments, many staff and lecturers are facing financial difficulties and cannot continue their work.

To date, Quang Nam Medical College owes six months' salary to 114 employees, totaling over 5.7 billion VND. In addition, the institution has also been late in paying social insurance contributions for several months.
