
The reorganization of administrative units and the implementation of a two-tiered local government model have led to an expansion of the commune-level area and changes in coordination methods, significantly impacting the development of participants. Nevertheless, the collection system has maintained stable operation; specific targets have been assigned to each unit and staff member, and data on those whose participation deadlines have passed, those who have stopped participating, and potential for further growth are regularly updated.
By the end of the first quarter of 2026, organizations had recruited over 31,000 participants in voluntary social insurance and over 386,000 participants in self-paid health insurance. However, the completion rate for voluntary social insurance remains low in many areas, and self-paid health insurance remains stable but has not yet achieved a breakthrough. Notably, in some units, the number of new participants has not compensated for the number of people who stopped participating, indicating that sustainability still faces many challenges.
In light of this situation, the Quang Ngai Provincial Social Insurance agency has requested its professional departments to strengthen regular training and workshops for collection staff, especially those with low sales figures, in order to improve their communication and outreach skills and adapt to the new conditions.
