Quang Tri speeds up implementation of solutions to promote disbursement of public investment capital

(Chinhphu.vn) - By early August, Quang Tri had only disbursed nearly 32% of the public investment capital plan. Chairman of the Quang Tri Provincial People's Committee Tran Phong has directed departments, branches, localities and investors to speed up the implementation of solutions to promote disbursement, especially for key projects and works celebrating the 80th anniversary of National Day on September 2.

According to the Department of Finance of Quang Tri province, as of August 1, the disbursement result of the public investment capital plan reached 31.54%, equivalent to nearly 3,774 billion VND out of the total of more than 9,375 billion VND of capital assigned by the Prime Minister .

Of which, local budget capital disbursed 2,331 billion VND, reaching 53.39% of the plan; central budget capital only reached 1,443 billion VND, equivalent to 18.99%.

Compared with the total capital of more than 9,375 billion VND assigned by the Prime Minister, this disbursement rate is still low, not meeting the progress requirements of the Government.

The main reasons for the slow disbursement were identified as problems with investment procedures, prolonged compensation and site clearance, and limited capacity of some contractors. In addition, some new projects were allocated additional capital so they could not be implemented as planned.

Faced with slow progress, on August 8, Chairman of the Provincial People's Committee Tran Phong directed departments, branches, localities and investors to speed up the implementation of solutions to promote disbursement, especially for key projects and works celebrating the 80th anniversary of National Day on September 2.

Chairman of the Provincial People's Committee Tran Phong emphasized that in the context of many projects facing difficulties in terms of site clearance, procedures and contractor capacity, specialized working groups need to proactively review and supervise the field, promptly detect and report problems for thorough handling, avoiding prolongation and affecting the efficiency of capital use.

Notably, Quang Tri has just received an additional VND2,580 billion from the Central Government for two strategic transport infrastructure projects: the project to upgrade and expand National Highway 15D from My Thuy Port to Cam Lo - La Son Expressway and the coastal road project connecting to Nhat Le 3 Bridge. This is an important resource to help improve transport infrastructure, promote inter-regional connectivity and attract investment.

Quang Tri province requests relevant units to urgently complete procedures, organize construction in accordance with regulations, and ensure progress and quality.

At the same time, another urgent task is to speed up preparation and start construction of resettlement projects serving the North-South high-speed railway section passing through the area.

This is a national project with a major impact on the province's infrastructure development strategy, requiring careful planning, timely site clearance and compensation, and selection of qualified contractors.

In addition to infrastructure projects, the province is also determined to complete the program of eliminating temporary and dilapidated houses for poor and near-poor households before August 30, 2025, considering this a key social target in this year's public investment strategy.

The People's Committee of Quang Tri province sets a disbursement target of over 95% of the capital plan for 2025, considering this a key political task, associated with the assessment of task completion results of each unit and locality.

With high political determination, the synchronous participation of the entire political system and the consensus of the people, Quang Tri strives to complete on schedule, ensuring quality and investment efficiency; contributing to creating a special mark on the occasion of the 80th anniversary of National Day September 2 and building a foundation for sustainable development for the next stage.
