Accelerate project implementation

During these days, in addition to the projects and works in the province being inaugurated and started to welcome the 16th Provincial Party Congress for the 2025-2030 term, many projects and works transitioning to using public investment capital are also actively completing the volume and progress of items, contributing to quickly putting them into operation and increasing the disbursement rate of public investment capital in 2025.

Phase 2 of the project connecting Van Don Bridge 3 to Doan Ket resettlement area (Van Don special economic zone) is being urgently completed.

Although the Provincial People's Council has just approved the funding for phase 2 of the project connecting Van Don Bridge 3 to Doan Ket resettlement area (Van Don special zone), the construction progress has exceeded the annual plan. In phase 1, the project has completed the entire roadbed and opened the entire length of the 5.54km route, which has greatly facilitated the implementation of phase 2.

These days, the project has increased and added more machinery and technical equipment along the entire route to speed up the construction progress, on the one hand to practically welcome the 16th Provincial Party Congress, on the other hand to quickly put the project into use, increase the efficiency of investment capital and contribute to speeding up the payment and disbursement rate of public investment capital in 2025 of the whole province.

Currently, the construction site maintains nearly 40 pieces of machinery, equipment, and nearly 200 workers to carry out construction on the entire route. The main focus is on the construction of roadside drainage ditches, positive slope treatment, roadbed grading, sidewalks, and lighting. These are the core items of phase 2 of the project.

Mr. Vu Ngoc Ninh, Traffic Construction Design and Construction Consulting Joint Stock Company (supervisory unit), said: The entire construction site maintains construction of items in 2 shifts/day; contractors always maintain a large number of workers, machinery and equipment. After each day of implementation, the investor, the contractor consortium and the supervision consultant conduct a count of the daily workload and resolve any difficulties and problems that arise. The project's progress to date has reached 40% of the workload, striving to complete in December 2025, 5 months ahead of the investor's original plan.

The bridge over Tien Yen River, part of the project connecting National Highway 4B to National Highway 18, is being urgently completed.

Not only the above-mentioned project, currently, at the construction sites of most of the transitional projects using provincial budget capital, there is a bustling atmosphere of competition to accelerate the implementation of items to welcome the province's major political event. According to the Project Management Board for Investment and Construction in Region I, closely following the direction of the Provincial Party Committee and the Provincial People's Committee on selecting meaningful tasks and works to welcome the 16th Provincial Party Congress, the unit has directed and urged contractors to construct projects to be highly determined, make great efforts, and take drastic actions to overcome the difficulties and shortcomings they are facing, improve the quality of management, and promote the construction of projects and works, especially those with identified driving forces and key points, with large capital disbursement plans and early completion progress.

Mr. Pham Thanh Hung, Deputy Director of the Investment and Construction Project Management Board of Region I, said: The unit has required contractors to develop weekly construction plans for project items, along with reports on the results achieved and sent to the General Department office. Before, during and after the 16th Provincial Party Congress, contractors have committed to increasing and supplementing technical equipment and machinery on the construction site, creating a competitive atmosphere and accelerating the implementation of projects.

Currently, closely following the Prime Minister 's Official Dispatch No. 162/CD-TTg dated September 11, 2025 requesting ministries, branches and localities to focus on promoting the disbursement of public investment capital in 2025, the Provincial People's Committee directs investors using provincial budget capital to strengthen discipline and order in disbursing public investment capital, strictly handle according to regulations collectives and individuals who intentionally slow down the progress of allocating and disbursing public investment capital; immediately replace weak cadres, civil servants and public employees with limited capacity and responsibility; resolutely handle negative and corrupt behaviors in the management and use of public investment capital.

In particular, the Provincial People's Committee requests that Party Secretaries and Chairmen of People's Committees of communes, wards and special zones clearly define and further promote their roles and responsibilities in implementing site clearance work for projects, resolutely not let the implementation of two-level local government affect the progress of site clearance and disbursement of public investment capital for projects in the area, strictly handle according to regulations cadres who do not properly perform or are irresponsible in performing their assigned duties and responsibilities; take full responsibility before the Provincial Party Committee and Provincial People's Committee.
