Prime Minister requires GDP in the fourth quarter to increase by over 8.4%

According to the Prime Minister, if this momentum is maintained, the whole country will achieve economic growth of over 8% in 2025. Practice shows that localities with high public investment disbursement rates also achieve high GRDP growth and vice versa.

The GDP growth rate in the fourth quarter must reach over 8.4%, this is the requirement set by Prime Minister Pham Minh Chinh at the regular Government meeting in October with localities.

The above figure is aimed at realizing the growth target of over 8% for the whole year, in the context that in the first 9 months the whole country achieved a GDP growth rate of 7.85%.

Production and business activities are still difficult, especially for small and medium enterprises.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged important results in most areas in the first 10 months of the year.

According to the Prime Minister, if this momentum is maintained, the whole country will achieve economic growth of over 8% in 2025. Practice shows that localities with high public investment disbursement rates also achieve high GRDP growth and vice versa.

However, the head of the Government also acknowledged that our country still has limitations, difficulties and challenges. Among them, the pressure to direct and manage the macro economy is still great, especially in terms of exchange rates, interest rates, inflation, especially in the face of the impact of the volatile situation in the world.

Production and business activities in some areas are still difficult, especially for small and medium enterprises; the number of enterprises ceasing operations is still large (over 190,000).

Traditional growth drivers have not met expectations. Large-scale FDI projects have not been attracted; exports have tended to slow down.

The disbursement of public investment capital is still slow. Of which, 29 localities and ministries still have low disbursement.

The arrangement and streamlining of the apparatus and organization of two-level local government is difficult, carried out on a large scale, in a short time, and with high requirements, so in some places and at some times there is confusion and lack of uniformity.

In particular, the situation of natural disasters and floods is forecast to continue to be complicated and unpredictable, causing severe impacts (preliminary estimated damage of about 40,000 billion VND, reducing GDP growth by about 0.2 percentage points in 2025).

Affirming the need for database-based management, the Prime Minister pointed out that ministries, branches and localities must quickly complete the construction of databases, ensuring interconnection and "correct - sufficient - clean - alive" data.

He stated that the biggest goal is to stabilize the macro economy, control inflation, promote growth, and ensure major balances of the economy; this is both a goal, a driving force, and a resource for development. If achieved, it will lead to high, rapid, and sustainable growth.

Ministers, heads of sectors, and chairmen of provincial and municipal People's Committees are required to be proactive and perform tasks according to their functions and powers to achieve this goal and take measures to overcome the limitations, shortcomings, and challenges pointed out.

Regarding policy orientation, the head of the Government requested to continue implementing proactive, flexible, timely, and effective monetary policy, closely coordinated and synchronized with a reasonable, focused, and key expansionary fiscal policy.

The Prime Minister pointed out that GDP growth in the first 9 months reached 7.85%; for the whole year 2025 to reach over 8%, the GDP growth rate in the fourth quarter must reach over 8.4%. Of which, the industrial sector increased by about 9.4%; the service sector increased by about 8.3%; the agricultural sector increased by about 4%; striving for the proportion of the digital economy to account for about 20% of GDP.

With traditional growth drivers, the entire political system must strive to disburse 100% of the public investment capital plan; cut all cumbersome administrative procedures, strongly attract FDI, especially implementation capital; strongly promote private investment such as job assignment, ordering, contracting...

When implementing and operating the two-level local government model, it is necessary to pay attention to reviewing functions, tasks, apparatus, building job positions, arranging enough competent staff, connecting information, data, processes, procedures, decentralization, delegation of authority, etc.

At the same time, the Prime Minister requested to focus on preventing and overcoming the consequences of storms and floods. It is necessary to pay attention to organizing the search for missing people; promptly rescuing the injured; quickly supporting the people and restoring essential infrastructure.

Regarding the socio-economic situation and results in October and the first 10 months of 2025, delegates at the meeting unanimously assessed the positive trend, with each month being better than the previous month and each quarter being better than the previous quarter. Overall, the first 10 months of 2025 were better than the same period last year in most areas.

The Prime Minister assigned the Ministry of Finance to urgently complete and submit to the Government a decree on a pilot mechanism for developing a circular economy; the "National Single Window Investment Portal" project; prepare capital for the Lao Cai - Hanoi - Hai Phong railway... coastal localities to resolutely implement measures to remove the IUU yellow card.
