The economy maintained positive momentum in the first 10 months, with budget revenue reaching 2.18 million billion VND.

On the afternoon of November 8 in Hanoi, the Government Office held a regular Government press conference to provide information on the socio-economic development situation in October and the first 10 months of 2025.

At the press conference, Minister, Head of the Government Office Tran Van Son, Government Spokesperson, said that in the past 10 months, the macro economy has been stable, inflation has been controlled, growth has been promoted, and major balances of the economy have been ensured. The average consumer price index (CPI) for the first 10 months increased by 3.27%. State budget revenue for the first 10 months reached VND2.18 trillion, exceeding the estimate by 9.1% and increasing by 28.5% over the same period, while taxes, fees, and land rents have been exempted, reduced, or extended by about VND217.3 trillion (equal to about 10% of total state budget revenue).

Total import-export turnover in 10 months reached over 762.4 billion USD, up 17.4%; trade surplus was nearly 19.6 billion USD. All three sectors of agriculture , industry and services developed well; the agricultural sector remained stable despite many localities being hit by storms and floods; industrial production increased by 9.2% (same period increased by 8.3%); total retail sales of goods and consumer service revenue increased by 9.3% (same period increased by 8.8%).

In 10 months, public investment disbursement reached 491 trillion VND, reaching 54.4% of the plan. Total registered FDI capital increased by 15.6% over the same period; realized FDI capital increased by 8.8%. 266,000 enterprises registered to establish new businesses and resume operations, up 26.5%. Tourism continued to recover strongly, attracting 17.2 million international visitors, up 21.5%.

Regarding the key tasks and solutions in the coming time, Minister and Head of the Government Office Tran Van Son informed that at the meeting, the Prime Minister requested to continue to grasp the situation, respond proactively, promptly, flexibly, effectively with policies, and firmly achieve the set goals.

The Prime Minister directed ministries, branches and localities to focus on maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, creating a solid foundation for rapid and sustainable growth. Continue to implement proactive, flexible, timely and effective monetary policy, closely and synchronously coordinate with expansionary fiscal policy and other policies. Focus on controlling inflation according to the set target, ensuring harmony and reasonableness between growth and inflation both in the short term and in the long term.

The Prime Minister also requested to further promote public investment, promote disbursement of FDI capital and private investment; take advantage of low public debt and government debt to mobilize capital for development investment. Renewing traditional growth drivers and strongly promoting new growth drivers. Strive to disburse 100% of the public investment capital plan; cut all cumbersome administrative procedures, strongly attract FDI, especially capital for implementation, and strongly promote private investment.

Along with that, ministries, branches and localities focus on strongly developing the domestic market, especially e-commerce, enhancing trade promotion, promotions, discounts, fairs, tax exemptions, fees and charges, especially during holidays and Tet.
