Ho Chi Minh City: Accelerating disbursement, making a breakthrough to complete 2025 targets

According to Deputy Secretary of the Ho Chi Minh City People's Committee Party Committee Tran Van Nam, in recent times, the Party Committee and the Party Committee Standing Committee have focused on innovating leadership methods, continuing to improve the effectiveness of direction work, ensuring the successful completion of assigned political tasks.

The city's socio -economic situation maintained a positive recovery and growth momentum, with many indicators achieving impressive results. Total retail sales of goods and consumer service revenue increased by 15%; total tourism revenue in the first 10 months reached more than VND 208,000 billion, up 22.4%. The industrial production index is estimated to increase by 7.5%, continuing to be the driving force for GRDP growth in the fourth quarter of 2025.

Investment promotion activities marked the “Ho Chi Minh City – US Autumn Forum 2025”, attracting more than 200 US delegates to attend and sign 5 memorandums of understanding, notably the cooperation agreement to develop a $500 million Data Center project of Evolution Group and the memorandum of understanding to cooperate in training in the semiconductor industry with Intel Group.

Total state budget revenue in the first 10 months of the year reached more than VND 652,000 billion, equal to 115.5% over the same period in 2024. Domestic revenue continues to be a bright spot in the budget revenue structure.

According to the Deputy Secretary of the City People's Committee Party Committee, in the last two months of the year, the City People's Committee Party Committee will focus on three key groups of tasks: Leading the promotion of solutions to promote growth, proactively and flexibly responding to policies; focusing on removing difficulties for projects, accelerating disbursement of public investment capital, taking public investment as the driving force, activating and effectively attracting social resources; at the same time, continuing to implement phase 2 of the overall project to rearrange specialized agencies and public service units, ensuring the administrative system operates effectively and uniformly.

With the results achieved, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested departments and branches to focus on implementing groups of synchronous, scientific and breakthrough solutions, striving to achieve an economic growth rate of 8.5% in 2025. Along with that, agencies need to resolutely deploy solutions to successfully complete 33 targets and three breakthrough and key programs of the Resolution of the 1st Congress of the Ho Chi Minh City Party Committee.

Regarding the progress of public investment disbursement, the Chairman of the City People's Committee said that so far it has reached about 60%, while the plan for the third quarter must reach 75% and the fourth quarter must reach 100%. The City has clearly understood the cause and directed many drastic measures, including sending officials from departments, branches and special task forces directly to communes and wards with key projects to urge and remove obstacles.

According to the Chairman of the City People's Committee, the workload in the coming time is very large, with many tasks remaining from previous years, but the city will not shirk but will persevere, unite, and make efforts to complete the task.

The city continues to perfect the urban government model, strengthen the staff, and ensure efficiency and stability in the operation of the administrative apparatus.

The Chairman of the City People's Committee also requested agencies and units to continue to improve coordination efficiency, strengthen specialized and regular inspection and supervision of party organizations and party members, promptly remind and prevent violations, ensure the strictness and discipline of the Party and minimize errors in the process of performing tasks.

With a spirit of initiative, solidarity and high determination, the Party Committee and the Government of Ho Chi Minh City are focusing all resources to promote disbursement, remove difficulties, promote growth, strive to fully complete the development goals for 2025, and continue to affirm the role of the country's economic locomotive.
