Large capital allocation, high disbursement pressure

According to the People's Committee of Ngo Quyen Ward, in 2025, the ward was assigned by the city to disburse more than 472.3 billion VND of public investment capital for site clearance of 5 projects in the area. Including 2 transitional projects: Project to invest in the construction of Nguyen Trai Bridge and urban beautification of the surrounding area, Project to beautify the urban area of ​​47 Le Lai and alley 92 Le Thanh Tong.

3 new projects started construction, starting site clearance from 2025 including: Project to build flower garden in alley 47 Le Lai, Project to build internal road of social housing project at 384 Le Thanh Tong, Project to invest in construction of technical infrastructure works in the area of ​​old apartment buildings Van My and 311 Da Nang .

By September 20, the ward had disbursed more than VND99 billion, equal to nearly 21% of the yearly plan. Compared to the plan and the city's average, Ngo Quyen ward's capital disbursement rate is relatively low. The reason is that in the first 6 months of 2025, the arrangement of the apparatus and preparation for the operation of the 2-level local government more or less impacted and affected the progress of site clearance work in the area and the progress of capital disbursement.

Among the 3 new projects of 2025, the project to invest in the construction of technical infrastructure works in the area of ​​old Van My and 311 Da Nang apartments was approved by the city and allocated capital at the end of June 2025 with a total capital of 280 billion VND, accounting for nearly 60% of the ward's capital plan assigned in 2025. The project's site clearance must be focused on in the last 3 months of the year.

According to Chairman of Ngo Quyen Ward People's Committee Nguyen Quoc Thai, from July 1 to now, after more than 2.5 months, the ward has disbursed 80 billion VND in capital, accounting for nearly 80% of the total capital disbursed in the first 9 months of 2025.

In the context of implementing a two-level local government with many urgent tasks to be implemented to ensure smooth operation of the apparatus and serve the people, the above results are a great effort, demonstrating the sense of responsibility and high determination of the heads of the Party Committee, the government and the entire political system of Ngo Quyen ward as well as project investors in the disbursement of public investment capital in 2025.

Resolutely clear land for projects

According to the People's Committee of Ngo Quyen Ward, the current disbursement rate of Ngo Quyen Ward basically ensures the disbursement scenario for site clearance assigned by the city in Plan 175/KH-UBND dated July 28, 2025.

For the two transitional projects assigned with land clearance capital in 2025, the Nguyen Trai Bridge Construction Investment Project and Urban Redevelopment Project in the surrounding area disbursed more than 50 billion VND, equal to 55.6% of the capital assigned to the project. The urban redevelopment project in the area of ​​47 Le Lai and alley 92 Le Thanh Tong disbursed 3.8 billion VND, reaching 45.2% of the plan. The ward strives to complete the disbursement of the above two projects in October 2025.

For 3 new projects, the project to build a flower garden in alley 47 Le Lai disbursed more than 32.7 billion VND, reaching 47.5% of the plan. The project had to reclaim land from 5 organizations and 33 households with an area of ​​0.35 ha. Up to now, 2 organizations and 5 households have received compensation, support, and handed over the land. The remaining households are in the process of publicizing the compensation plan, support, verifying the origin of the land, and considering resettlement. The remaining 3 organizations are conducting an inventory of assets and architectural objects.

The project to invest in the construction of technical infrastructure in the area of ​​the old apartment buildings Van My and 311 Da Nang disbursed 12.3 billion VND, accounting for 4.4% of the plan. The project had to reclaim an area of ​​more than 10.5 hectares related to 4 organizations and relocate 1,883 households. The ward People's Committee is implementing the land reclamation notice to the people.

The project to build a road connecting the social housing project at 384 Le Thanh Tong has not yet disbursed capital because it is in the process of completing the land origin report and considering resettlement for households whose land is recovered to establish and publicize the compensation and support plan. The project involves the recovery of land from 3 organizations and 11 households.

According to Chairman of Ngo Quyen Ward People's Committee Nguyen Quoc Thai, the ward identifies site clearance and public investment disbursement as one of the top priorities. In the fourth quarter of 2025, the ward will continue to resolutely implement solutions focusing on site clearance, speeding up capital disbursement in the last months of the year, striving to complete 100% of the capital plan for 2025 assigned by the city. Thereby, speeding up the progress so that projects can be implemented smoothly, contributing to urban beautification, improving the living conditions of many households, especially those in the old Van My apartment building and 311 Da Nang street.

To achieve that goal, the ward arranges competent cadres and civil servants with appropriate professional expertise to meet the requirements of the tasks, focusing on site clearance for the above 5 projects; speeding up the progress of inventory and determining the origin of land use and assets on land...

Coordinate with the Ngo Quyen Area Project Management Board to develop and publicize compensation plans, organize public meetings to publicize plans, and propagate and mobilize organizations and households to quickly agree and hand over the site to shorten the time for approving compensation plans and speed up the disbursement of allocated capital.

For areas where organizations and individuals have not agreed, the ward will continue to propagate and mobilize to create consensus. The final measure will be to report to the City People's Committee to request permission to organize compulsory counting and compulsory land recovery according to regulations to hand over the site to the investor to construct the project.
