Commencement of construction of 10 projects and works serving APEC 2027

Deputy Prime Minister Nguyen Chi Dung and delegates performed the groundbreaking ceremony, launching projects and works serving the APEC 2027 Summit Week.

On the morning of September 24, at Phu Quoc special economic zone ( An Giang province), Deputy Prime Minister Nguyen Chi Dung attended and spoke at the groundbreaking ceremony of projects and works serving the APEC 2027 Summit Week.

Also attending the event were: Secretary of An Giang Provincial Party Committee Nguyen Tien Hai, Chairman of An Giang Provincial People's Committee Ho Van Mung; representatives of leaders of Ministries and agencies: Finance, Construction, National Defense, Public Security, Foreign Affairs, Government Office .

Key projects and works starting today include: Provincial Road DT.975 (section from DT.973 - Phu Quoc Airport - DT.975 - DT.973); Cua Can Lake; undergrounding technical infrastructure in Duong Dong area; undergrounding technical infrastructure in An Thoi area; technical infrastructure investment and digital transformation project, construction of Smart Monitoring and Operation Center for comprehensive management of Phu Quoc city; construction of embankment and site leveling for construction of APEC Conference Center and functional works; investment in construction of An Thoi Resettlement Area.

At the same time, the event also marked the launch of projects: Bai Bon Waste Treatment Plant (Ham Ninh), An Thoi Domestic Solid Waste Treatment Plant, and Cua Can Lake Water Plant.

The 10 key projects not only directly serve the APEC 2027 Summit Week, but also create a sustainable infrastructure foundation to contribute to building a green - clean - smart - modern Phu Quoc, contributing to improving people's lives and solving existing bottlenecks in Phu Quoc.

Speaking at the ceremony, Deputy Prime Minister Nguyen Chi Dung affirmed that Vietnam hosting APEC Year 2027 is a great honor for the country and also an opportunity for Vietnam to continue affirming its role as an active, proactive and responsible member of the Asia-Pacific Economic Cooperation Forum.

This is also a strategic opportunity to enhance Vietnam's bilateral and multilateral relations with member economies, spread foreign values, develop the economy and promote the country's image.

Preparations for APEC 2027 are being carried out systematically under the direction of the Party Central Committee, the Government, and the Prime Minister, and are divided into three phases: comprehensive launch in 2025, basic completion in 2026, and organization in 2027 with a focus on the APEC Summit Week. Preparation of facilities and upgrading infrastructure are currently given top priority.

Phu Quoc Special Economic Zone possesses a strategic geographical location, located in the center of the Asia-Pacific region, with a system of deep-sea ports and a modern international airport, conveniently connected to major economic centers in the world, along with possessing a rich tourism ecosystem.

"This is the crystallization of strategic, natural and sustainable development factors," the Deputy Prime Minister shared, commenting that Phu Quoc is honored to be chosen by the Party and State to host the APEC 2027 Conference, an extremely important foreign and political activity of the country.

Deputy Prime Minister Nguyen Chi Dung emphasized that with the projects serving APEC 2027 and the upcoming synchronous infrastructure system, Phu Quoc will be a symbol of an innovative and creative Vietnam, aiming to become a developing country with modern industry by 2030.

On May 17, 2025 and June 1, 2025, the Prime Minister and the Government issued Decision No. 948 and Resolution No. 01 assigning the People's Committee of An Giang province (formerly Kien Giang province) to implement infrastructure projects to serve the APEC 2027 Conference in Phu Quoc special zone.

Accordingly, 15 tasks related to the implementation of 21 projects with 11 specific policies were assigned, including 6 specific policies to implement essential infrastructure works and 5 specific policies to build Phu Quoc Airport.

The Party Central Committee, the Government, the Prime Minister and ministries and branches have paid special attention, provided maximum support, and created all conditions for the province and investors to carry out infrastructure projects serving the APEC 2027 Conference, associated with the sustainable development of Phu Quoc in particular and An Giang province in general.

Promote long-term local and national development

With the groundbreaking and launching of 10 key infrastructure projects, part of a system of more than 21 key infrastructure projects serving the APEC Conference, these are modern and synchronous infrastructure works that not only meet the needs of the conference but also contribute to promoting the long-term development of the locality and the country.

Regarding traffic connectivity, the Provincial Road DT.975 project will create a vital traffic axis, directly connecting the international airport with key areas, ensuring smooth traffic for international delegations and tourists, while promoting logistics and domestic tourism.

Regarding water resources and environment, the Cua Can Lake project and Cua Can Clean Water Treatment Plant will provide a stable and sustainable source of clean water for residents and tourists, contributing to protecting the island's ecosystem. In addition, the Bai Bon Waste Treatment Plant, An Thoi Solid Waste Treatment Plant and Bai Bon Waste-to-Energy Plant will apply advanced technology, converting waste into clean energy, towards a green - clean - beautiful Phu Quoc, friendly to the environment.

Regarding urbanization and underground infrastructure, the underground technical infrastructure project in Duong Dong and An Thoi areas will bring a modern urban face, reduce pollution and natural disaster risks, create high-quality living space for people and serve as a platform for international events, including the APEC 2027 Conference.

In addition, the investment project to build the An Thoi resettlement area will ensure social security, support people to stabilize their lives, and at the same time clear the land for large projects, demonstrating the spirit of sustainable balance and humanity in development.

In digital transformation and smart management, the project to invest in technical infrastructure, digital transformation to build a Smart Monitoring and Operation Center for comprehensive management of Phu Quoc City will be the digital "brain", applying technology to monitor traffic, environment, security, contributing to making Phu Quoc the first smart city in the region, ready for international integration.

According to Deputy Prime Minister Nguyen Chi Dung, these projects are not only large-scale projects with total investment of thousands of billions of VND, but also demonstrate close coordination between the Central and local governments, between the State and enterprises.

With the upcoming synchronous infrastructure system, Phu Quoc will not only be the destination of the APEC 2027 Conference but also a symbol of an innovative and creative Vietnam, aiming to become a developing country with modern industry by 2030.

The Deputy Prime Minister commended the proactiveness, responsibility, and drastic participation of ministries, branches, An Giang province at present and Kien Giang province in the past in focusing on solving and removing difficulties and obstacles in practice and speeding up the completion of administrative procedures for projects that will start construction and launch today.

In particular, the Deputy Prime Minister acknowledged and commended the people in the project implementation areas for their consensus and support for the project implementation policy and site clearance work.

Strive to complete projects and works 3-6 months ahead of schedule.

Note that the groundbreaking and launching of 10 projects today is just the beginning, there is still a lot of work to do, difficulties and problems will still arise while the completion time is limited, the Deputy Prime Minister directed a number of key tasks to ensure the completion of the works and projects to ensure safety, quality, technique, aesthetics and meet progress.

Firstly, ministries, branches, agencies and units, especially An Giang province, must focus on the highest level, thoroughly grasp the spirit of "what is said is done, what is committed is done"; strive to complete projects and works 3-6 months ahead of schedule, ensuring the best quality, creating the most beautiful and impressive space of Vietnam and Phu Quoc in the eyes of international friends.

Second, central ministries and branches strengthen inspection and supervision; proactively continue to support and accompany the An Giang People's Committee to remove difficulties and obstacles arising in practice.

Third, An Giang province needs to regularly inspect and review the procedures for implementing bidding packages, works and projects to ensure compliance with legal regulations; proactively coordinate between agencies and units, resolve arising problems at the grassroots level to speed up work progress, promptly report to competent authorities on issues beyond their authority; promptly complete necessary investment procedures for the remaining projects, strive to complete all projects in October 2025; pay attention to and take care of people's lives, resettlement work, support production stabilization, ensure livelihoods for people in new places, and have new jobs equal to and better than the old places.

Fourth, the project owners, investors, supervision consultants and contractors must promote the highest sense of responsibility, strictly comply with legal regulations on project investment management; promptly implement construction to ensure safety, quality and efficiency, strive to complete ahead of schedule, and soon put works and projects into operation and use.

Fifth, it is recommended that socio-political organizations, unions, people, especially those affected by the projects, continue to support, unite, and create favorable conditions for project implementation; actively participate in monitoring and social criticism so that the projects are completed on schedule and ahead of schedule, and prevent negativity and waste...

The Deputy Prime Minister believes that with the attention and support of General Secretary To Lam, Prime Minister Pham Minh Chinh, the Government and central ministries and branches, the drastic direction of the Party Committee and the government of An Giang province, the determined efforts of contractors, investors, and supervision consultants, the projects and works serving the APEC 2027 Conference will soon be completed, put into operation, and ensure quality, making an important contribution to the success of the APEC 2027 Conference, contributing to the comprehensive development of Phu Quoc special economic zone, An Giang province, and the whole country.

In that spirit, the Deputy Prime Minister announced the groundbreaking and launch of 10 projects and works serving the APEC 2027 Conference to welcome the first An Giang Provincial Party Congress, term 2025 - 2030.
