Removing difficulties and obstacles in the fields of agriculture and environment in Quang Ngai

(Chinhphu.vn) – Many difficulties in the fields of land and environment that have affected the progress of key projects as well as operations at the commune level after implementing the two-level local government model in Quang Ngai have been listened to and resolved by the Ministry of Agriculture and Environment.

On September 10, Deputy Minister of Agriculture and Environment Vo Van Hung and his delegation had a working session with the People's Committee of Quang Ngai province to grasp the actual situation and remove difficulties and obstacles in the process of operating the 2-level local government model.

According to the report of the People's Committee of Quang Ngai province, the locality is currently facing 35 difficulties and problems in 12 areas related to agriculture and the environment. Of which, the most prominent issue is land management with 17 specific problems, directly affecting the implementation of key projects at the commune level and the progress of socio -economic development at the grassroots level.

Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien said that the province has approved the district-level land use plan until 2030 and has also developed an annual land use plan. However, when applying the 2-level government model, the settlement of administrative procedures is no longer consistent with the current development orientation. Without a 5-year commune-level land use plan and planning, it will be very difficult to implement local projects, especially key projects.

In addition, projects arising after July 1, 2025 also face difficulties due to the lack of a legal basis to carry out procedures related to land recovery, allocation, lease or change of land use purpose.

In the environmental field, localities still lack human resources with appropriate expertise at the commune level. Most civil servants advising on environmental, climate change, nature conservation and biodiversity tasks currently hold multiple positions, with their expertise mainly being in land management, forestry, agronomy, veterinary medicine, law or economics. This causes difficulties in organizing the implementation of tasks and coordinating the implementation of environmental protection programs and plans at the local level.

The mineral sector also faces difficulties due to the lack of a new set of administrative procedures under the Law on Geology and Minerals. This makes it impossible for the People's Committees at the commune level to receive or process dossiers according to decentralization, affecting the progress of projects related to the exploitation and use of mineral resources.

Mr. Nguyen Quang Trung, Deputy Director of the Department of Agriculture and Environment of the province, said that in terms of agriculture , some administrative procedures in the field of cultivation and plant protection require specialized expertise, while commune-level officials do not have enough experience to appraise documents. In addition, many communes and wards currently do not have specialized staff in animal husbandry and veterinary medicine, causing difficulties in disease prevention and control in livestock.

"When an epidemic occurs, monitoring, detection and handling of outbreaks are often slow and reporting is not timely, leading to low disease control efficiency. The risk of the epidemic spreading due to lack of early intervention measures is very high," Mr. Trung informed.

Based on the above reality, the People's Committee of Quang Ngai province recommends that the Ministry of Agriculture and Environment soon issue specific instructions and adjust policies to suit the new organizational model. The locality wishes to receive support in removing technical and legal barriers to ensure project progress and at the same time improve the effectiveness of state management at the grassroots level.

Speaking at the meeting, Deputy Minister of Agriculture and Environment Vo Van Hung highly appreciated the sense of responsibility and initiative of the localities in the past time. He affirmed that in more than 2 months of implementing the 2-level government model, the Ministry has coordinated with localities to issue many directive documents and initially remove them. However, many difficulties still exist from before, so there needs to be a specific mechanism, going straight to the core of the problem to handle it effectively.

"Administrative reform must be stronger and more drastic, focusing on removing difficulties for people and businesses. Digitalization and technology application are key solutions to improve operational efficiency. The Ministry will advise the Government on specific mechanisms in the fields of agriculture and environment, ensuring effective and flexible management, avoiding stereotypes and formalities," Deputy Minister Vo Van Hung emphasized.

On this occasion, Deputy Minister Vo Van Hung also requested Quang Ngai province to continue reviewing and systematizing the petition contents in each field, clearly presenting the nature of the problem and proposing specific solutions. For contents with sufficient legal basis, the Ministry will have an official response as soon as possible.
