Real estate brokerage and valuation certificates are issued to individuals engaged in real estate services in Vietnam. Applicants for new or renewed real estate brokerage and valuation certificates must submit their applications to the Ho Chi Minh City Department of Construction. Applicants must be permanent residents or long-term temporary residents of Ho Chi Minh City, and have completed a training course on real estate brokerage and valuation at a training institution approved by the Ministry of Construction ; or permanent residents outside Ho Chi Minh City, and have completed a training course on real estate brokerage and valuation at a training institution (including branches) authorized by the Ministry of Construction to conduct training in Ho Chi Minh City.
Individuals applying for a real estate brokerage and valuation certificate must meet the following conditions: 1. Not be a state official or civil servant. 2. Possess full legal capacity, not be prohibited from practicing the profession by a competent authority; not currently under criminal investigation or serving a prison sentence. 3. Have a certificate of completion of a training course on real estate brokerage and valuation; individuals applying for a real estate valuation certificate must have a college or university degree. 4. Have a complete application file for a real estate brokerage certificate as prescribed.
The Ho Chi Minh City Department of Construction also announced that real estate brokerage and valuation certificates will be revoked in the following cases: The certificate holder loses their civil capacity; the certificate holder makes false declarations in the application; the certificate is altered or tampered with; the certificate holder lends or rents the certificate to others for professional practice; the certificate holder violates the professional practice principles stipulated in Articles 44 and 51 of the Law on Real Estate Business and the content recorded in the certificate; the certificate holder violates regulations to the extent that the certificate is revoked according to the law. Those whose certificates are revoked will not be reissued a certificate for a period of 5 years from the date of the revocation decision.
The registration period for real estate brokerage and valuation certificates begins on November 10th. The fee for new or renewed real estate brokerage and valuation certificates is 200,000 VND. The Construction Professional Competence Management Department - Ho Chi Minh City Department of Construction (60 Truong Dinh Street, Ward 7, District 3, Ho Chi Minh City) is the focal point for receiving applications and providing results.
Foreign nationals who already possess a valid real estate brokerage or valuation certificate issued by a foreign country will be recognized and allowed to practice in Vietnam. The foreign-issued certificate must be translated into Vietnamese, notarized or certified according to Vietnamese law, and submitted to the local Department of Construction where the practice takes place for monitoring and management. The issuance of real estate brokerage and valuation certificates to foreign nationals and Vietnamese citizens residing abroad will be implemented after separate guidelines are issued by the Ministry of Construction. |
