If an official is sent for training using the State budget, but does not complete the course due to illness requiring treatment, with confirmation from a competent medical facility, do they have to reimburse the training costs? (vihuyen***@gmail.com)

Officials must compensate for training costs when falling into one of the cases specified in Article 7 of Decree No. 101/2017/ND-CP. Specifically, cadres, civil servants, and public employees sent for training at intermediate level or higher using the State budget or funds of the agency managing and using cadres, civil servants, and public employees must compensate for training costs when falling into one of the following cases:
Voluntarily dropping out of school, quitting work or unilaterally terminating the employment contract during the training period; Not being granted a graduation certificate by the training institution; Having completed and been granted a graduation certificate of the course but quitting work or unilaterally terminating the employment contract before serving the full committed time specified in Article 5 or Article 6 of this Decree.
Compensation costs include tuition fees and all other expenses for the course, excluding salaries and allowances (if any). The method of calculating compensation costs is applied according to Clause 2, Article 8 of the above Decree.
Based on the above provisions and based on the provisions in Article 65 and Article 66 of Decree No. 115/2020/ND-CP (amended and supplemented by Decree No. 85/2023/ND-CP of the Government ), you need to discuss with the civil servant management agency where you work for guidance and resolution.
