I am a guest teacher at a public primary school, assigned to teach a number of subjects and be a homeroom teacher. According to Circular No. 28/2009/TT-BGDDT promulgating regulations on working regimes for general teachers, it does not apply to guest teachers, so I am not entitled to the reduction of the homeroom teacher.
However, according to Circular No. 05/2025-BGDDT, the applicable subjects do not mention guest teachers. I would like to ask, if I am still assigned as a homeroom teacher, will I be entitled to the 4 reductions of the homeroom teacher? Nguyen Van Giang (vangiang***@gmail.com)

Pursuant to Decree No. 111/2022/ND-CP dated December 30, 2012 and Circular No. 44/2011/TT-BGDDT dated October 10, 2011, a person invited to be a contract teacher or guest teacher at an educational institution shall sign a service contract in accordance with the provisions of civil law or a labor contract in accordance with the provisions of labor law with the head of the educational institution.
In Article 9, Circular No. 44/2011/TT-BGDDT stipulates the rights of guest lecturers as follows: To receive wages, salaries, and benefits according to the agreement in the guest lecturer contract and according to the provisions of law.
Participate in professional and technical activities, foster pedagogical skills, be given conditions to conduct scientific research at guest lecturer facilities, be considered for titles, be considered for recognition of meeting standards and be appointed to the positions of Professor and Associate Professor according to the provisions of law.
Be provided and supported with necessary documents, equipment and working means by the guest lecturer; be evaluated, classified and rewarded if having achievements in educational and training activities according to the provisions of law.
Accordingly, regulations on duties, rights, obligations, regimes, policies... for teachers are implemented according to the content of the contract between teachers and educational institutions.
