The subjects of ethnic minority students enrolling in ethnic boarding schools are stipulated in Article 9 of Circular No. 04/2023/TT-BGDDT dated February 23, 2023 of the Minister of Education and Training . Article 9 of Circular No. 04/2023/TT-BGDDT dated February 23, 2023 of the Minister of Education and Training promulgating the Regulations on organization and operation of ethnic boarding schools stipulates the subjects of ethnic minority students enrolling in ethnic boarding schools as follows: Students are ethnic minorities whose parents or guardians have resided for 36 consecutive months or more up to the date of application for admission at: Communes, wards, towns in region III and extremely disadvantaged villages in ethnic minority and mountainous areas, extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities (hereinafter referred to as extremely disadvantaged communes and villages); Communes, wards, towns in region II and region I in ethnic minority and mountainous areas according to regulations of competent authorities.

Ethnic minority students with very small populations are regulated in Decree No. 57/2017/ND-CP dated May 9, 2017 of the Government regulating preferential admission policies and learning support for preschool children, pupils and students of ethnic minorities with very small populations.

If the student is eligible to register for the exam, the application for admission to a high school boarding school (provincial level) is implemented according to the provisions of Clause 7, Article 18 of Circular No. 10/2025/TT-BGDDT dated June 12, 2026 of the Minister of Education and Training regulating the decentralization, decentralization and assignment of authority to perform State management tasks of two-level local authorities for general education , including: Student information declaration including: Full name, personal identification number/citizen identification number/identification number, permanent address; Secondary school transcript; Certificate of priority regime issued by a competent authority (if any).
