Comprehensive digital university model for training legal staff

From administration, teaching, research to community service, ULAW is creating a "digital knowledge ecosystem" with its own identity as a key university in training legal staff.

" DIGITAL UNIVERSITY" - AN IMPORTANT DEVELOPMENT STRATEGY

Towards the 50th anniversary of tradition (1976 - 2026) and 30 years of officially being named Ho Chi Minh City University of Law, the school has set out 3 important strategic orientations.

Firstly, building a comprehensive "Digital University": Applying information technology, artificial intelligence (AI), and big data in teaching, management, and research.

Second, develop a multi-disciplinary, interdisciplinary model: Expand training at the intersection of law - technology - economics - society.

Third, affirming the role of a national key institution for legal training: Focusing on key legal fields, serving institutional reform, international integration and providing high-quality human resources for the country.

These orientations demonstrate ULAW's determination to not only train human resources with solid legal knowledge but also equip students with interdisciplinary thinking, integration capacity and adaptability in the context of rapid globalization.

"DIGITAL UNIVERSITY" PLATFORM - MODERNIZING ADMINISTRATION AND ACADEMY

ULAW's digital transformation journey has been implemented in a variety of ways with the E-Office electronic management system being fully operational, replacing the traditional paper-based process. All official documents, files, and decisions are digitally signed and automatically circulated, helping to save time, increase transparency, and effectively control data. The academic and digital data fields are also strongly implemented with the Online Training Portal allowing lecturers and students to easily access class schedules, results, electronic learning materials, and online exams.

In addition, ULAW's Digital Library is always highly appreciated for its largest source of legal learning materials in the southern region, providing more than 10,000 internal documents and access to leading international databases such as Westlaw, HeinOnline, Oxford Academic. In particular, the library has launched smart AI search and lookup features since June 2024, supporting citation and learning material suggestions, making legal research faster and more accurate.

BUILDING HIGH-QUALITY DIGITAL HUMAN RESOURCES

Recognizing the role of human in mastering technology, ULAW has been implementing many policies to attract and nurture talents. The school continuously recruits new lecturers with high academic titles and degrees. Applying strong incentive policies to attract talents.

The school continuously deploys practical AI training courses focusing on the topic "Effective and responsible application of AI in teaching, research and office administration" for key staff, lecturers and civil servants of the units.

Highlights of 2025: Artificial Intelligence Application Competition

The highlight of the 2025 series of activities is the "Competition on Application of Artificial Intelligence in Training, Research and Management Activities". This is the first competition in the system of law schools in Vietnam aiming at applying AI creatively and responsibly.

Objectives: Promote the movement of research, exploration and application of AI; Innovate teaching methods; Modernize administrative management, towards the Smart University model; Build a database of feasible AI solutions.

Competition fields: Training - Research - Management.

Time and Prizes: Entries must be submitted by November 14, 2025. Results will be announced and prizes will be awarded on Teachers' Day.

VN 11/20/2025 . Total prize value is more than 90 million VND . Outstanding products will be considered by the school for investment funding to expand.

For students as the direct beneficiaries, the school has collaborated with AI Hay, a Vietnamese AI development technology start-up, to give away 15,000 free AI Hay Pro accounts to students, lecturers and school staff. This marks an important step forward in applying AI to learning, teaching and legal research in Vietnam. In addition, the "AI in practice in learning and research" programs allow students to test tools such as ChatGPT, Copilot, Gemini... to practice the ability to apply technology to legal practice. This effort contributes to the formation of a generation of technology-savvy law graduates who are capable of applying AI to research, litigation and consulting.

CREATION OF LEGAL POLICY AND HUMAN RESOURCES

ULAW is one of the first educational institutions to join the Au Lac Alliance initiated byFPT Corporation, which brings together more than 20 leading technology corporations, research institutes and universities. The alliance is a symbol of Vietnam's aspiration to master technology, conquer artificial intelligence and build a strong nation.

As a key university in legal training, ULAW directly participates in: Criticizing legal policies on AI; Training legal human resources for the AI era; Building an open legal knowledge system.
