The urgent need for digital workforce development.

In the Draft Action Program for implementing the Resolution of the 14th National Congress of the Party, a key focus is mentioned as "Developing and implementing a digital human resource development program to equip workers with comprehensive digital skills, meeting the requirements of digital economic and social development."

Dr. Nguyen Huu Tho, Secretary of the Party Committee and Chairman of the University Council of Kien Giang University, stated that in the context of the digital economy and digital society becoming the dominant global development trend, human resources are a decisive factor in the competitiveness of each nation. Therefore, the early development and implementation of a digital human resource development program is an urgent requirement today.

He argued that the urgency of the Program is demonstrated through five core elements.

Firstly, it's about meeting the requirements of transforming the growth model. "The digital economy is expected to contribute an increasingly higher proportion to the national GDP. Without developing a digital workforce, the economy will fall behind and fail to take advantage of new growth opportunities," Dr. Nguyen Huu Tho stated.

According to Dr. Nguyen Huu Tho, Secretary of the Party Committee and Chairman of the University Council of Kien Giang University, the early development and implementation of a digital human resource development program is an urgent requirement.

Secondly, addressing the shortage of digitally skilled labor is crucial. According to Dr. Nguyen Huu Tho, many businesses are currently struggling to recruit high-tech personnel. Without focusing on retraining and skill upgrading, the Vietnamese workforce faces the risk of losing their jobs in their own country.

Thirdly, it is crucial to ensure that the national digital transformation takes place comprehensively. He argued that the success of digital transformation comes not only from technology, but fundamentally from people. Digital human resources are a key condition for the development of digital government , digital economy, and digital society.

Fourthly, it's about adapting to the rapid changes in the labor market. “The development of automation and artificial intelligence (AI) is changing the global occupational structure. Digital workforce programs will help workers maintain their competitiveness in the face of market fluctuations,” emphasized Dr. Nguyen Huu Tho.

Ultimately, building and implementing a digital workforce development program will create a competitive advantage in international integration. High-quality digital human resources are a "magnet" attracting investment, especially from leading technology corporations...

Digital human resource development solutions

Based on the above analysis, the Chairman of the Board of Kien Giang University proposed six key, systematic solutions to comprehensively develop the number one workforce.

First, we need to improve the mechanisms and policies. Focus on issuing a National Digital Skills Framework based on international standards; and simultaneously implement preferential tax and credit policies to encourage businesses to participate in digital skills training for their employees.

Another particularly important solution is to innovate the education system. This includes building a mandatory digital skills education program from primary school to postgraduate level; expanding training in core fields such as AI, big data, and cybersecurity; and strengthening the connection between schools and businesses in training and applied research.

Dr. Nguyen Huu Tho also proposed developing skills for existing workers. This includes organizing programs to raise awareness and improve digital transformation skills for workers in all sectors; and implementing specialized training programs for specific occupational groups to meet local needs.

On the other hand, it is necessary to strengthen cooperation and attract technology businesses. Encourage large technology corporations to participate in human resource training; and at the same time cooperate with international organizations (such as UNESCO, ITU...) to transfer programs, certifications and digital skills standards.

In addition, attention should be paid to investing in digital learning infrastructure and platforms; by developing a national learning data platform, digital worker competency profiles; building a shared online training system; and simultaneously popularizing high-speed internet connectivity to all regions.

Finally, Dr. Nguyen Huu Tho emphasized the need to evaluate the effectiveness and promote the digital labor market. This includes building a mechanism to forecast digital workforce needs by industry and region; recognizing and linking digital skills certificates in the labor market; and encouraging innovative startups in the digital technology sector.
