I am an equipment and laboratory officer at universities applying professional titles in the field of science and technology, including technicians; salary arrangement is carried out according to the instructions in Joint Circular No. 01/2016/TTLT-BKHCN-BNV.

Equipment and laboratory staff at public universities, with bachelor's degrees in education, university degrees, master's degrees, and doctorates, are classified in the intermediate salary scale. Regulations on codes, professional title standards and salary classification for equipment and laboratory staff in public secondary schools and specialized schools are implemented according to the provisions of Circular No. 08/2019/TT-BGDDT dated May 2, 2019 of the Minister of Education and Training .

Equipment and laboratory staff at universities are applied with professional titles in science and technology, including technicians; salary arrangement is carried out according to the guidance in Joint Circular No. 01/2016/TTLT-BKHCN-BNV of the Minister of Science and Technology and the Minister of Home Affairs guiding the appointment and salary arrangement according to professional titles for officials specializing in science and technology (amended and supplemented by Circular No. 11/2024/TT-BKHCN of the Minister of Science and Technology stipulating codes and standards for professional titles of officials specializing in science and technology; standards and conditions for considering promotion of professional titles of officials specializing in science and technology).

Accordingly, the professional title of technician (grade IV) is applied with the salary coefficient of civil servants of type A0, from salary coefficient 2.10 to salary coefficient 4.89. Clause 4, Article 20 of Circular No. 11/2024/TT-BKHCN stipulates: “For the professional titles of research assistant (grade IV) and technician (grade IV), if the salary is classified according to type B civil servants issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces, the salary of civil servants of type A0 shall be reclassified according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary classification when upgrading ranks and transferring types of civil servants and public employees.

In case an official does not have a college degree suitable for the job position but has been appointed to the professional title of research assistant (grade IV) and technician (grade IV) and is being paid according to the salary classification of type B officials issued with Decree No. 204/2004/ND-CP, the salary classification will continue to be based on type B officials until he/she meets the conditions for appointment and salary classification according to the professional title prescribed in this Circular or changes job position or quits job or retires according to regulations".
