Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development clearly states: "Comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence (AI) in education and training". On September 15, 2025, the Government issued Resolution No. 281 on the Action Program to institutionalize and fully implement the viewpoints, goals, tasks and solutions in Resolution No. 71-NQ/TW.
The Resolutions identify that AI is not simply a tool, but a breakthrough solution, creating a new educational mindset. According to experts and educators, the Action Program to implement Resolution No. 71 plays an important role in modernizing and comprehensively improving the quality of education and training that our country is promoting.
In particular, this issue is identified as a key task and strategic breakthrough in the draft documents of the 14th National Congress of the Party, which are being submitted for comments.
Facing the opportunities and advantages of developing and applying artificial intelligence (AI) in education. The 2025-2026 school year marks a strong transformation in the field of education and training when the central task is comprehensive digital transformation, popularization and wide application of digital technology and AI.
These orientations have become important driving forces, promoting educational institutions to constantly innovate, promote digital technology, and gradually build a digital ecosystem to serve management, teaching, scientific research and community engagement...
According to Prof. Dr. Le Anh Vinh - Director of the Vietnam Institute of Educational Sciences (Ministry of Education and Training): In addition to infrastructure issues, the connection and capacity of human resources serving digital transformation are among the issues that need attention. Therefore, there must be specific programs to support the capacity of management staff to teachers directly implementing, and especially staff working on digital transformation in schools.

Accordingly, AI is considered a useful tool in developing students' capacity and qualities, Professor Le Anh Vinh commented: Developing AI capacity not only builds a creative learning environment, but also helps students clearly perceive their own potential, aiming to become global citizens in the future.
“The trend of applying artificial intelligence in education is irreversible. AI will certainly have a comprehensive impact on changing the curriculum, improving the teaching and learning process, supporting testing and evaluating students in class. This helps teachers have information and students have more learning opportunities.
The application of AI technology in education needs to be implemented in two solutions: short-term and long-term. The short-term solution is to develop digital capacity for teachers and administrators so that they can teach and manage schools more effectively. The long-term roadmap requires changing the curriculum so that students can access AI earlier," shared Prof. Dr. Le Anh Vinh.
According to a representative of the Department of Education and Training of Can Tho City, in the period of 2025 - 2030, to continue promoting comprehensive digital transformation in education, responding to the spirit of Resolution No. 71-NQ/TW, the industry identified improving digital capacity for teachers and students as one of the key factors.
In particular, focus on building and implementing a digital competency framework for teachers at each level, organizing training courses, and fostering skills in applying scientific and technological achievements for 100% of teachers and managers. Promote the movement of "Digital Education for All" in the whole industry, specifically popularizing basic digital skills for all teachers, students, including parents, so that everyone is ready to participate in the digital education environment.
Effectively implement STEM/STEAM education models, bring robot programming and AI applications into experiential activities for high school students to train creative thinking and adapt to new trends.

Change from administration, teaching to assessment
Discussing the development orientation and application of AI in Can Tho City by 2030, Mr. Nguyen Huu Thanh Binh - Deputy Director of the Department of Science and Technology, said:
The city aims to have 100% of public services online with full AI application; all cadres, civil servants and public employees use virtual assistants to support public duties; each agency, organization and enterprise has at least one AI application; and at least 5 startups in the AI field are formed. Can Tho also identifies priority areas for AI application, including public administration, healthcare, education, agriculture, urban transport, environment and tourism...
From the perspective of high school management, according to Dr. Phung Kim Phu - Principal of Hoang Dieu High School (Can Tho City): Digital transformation is not just about bringing computers or software into schools, but is a "revolution" that changes everything from administration, teaching to testing and assessment.
Dr. Phung Kim Phu said that the school has now digitized student, teacher, facility and financial records on systems such as VnEdu, VNPT-CCVC, Misa... to help manage transparently, centralize data and synchronize with the Ministry of Education and Training.

Ms. Le Thi Kim Loan - Vice Principal of Tien Giang University added that equipping digital capacity is an indispensable factor for each individual to achieve success in studying, researching and developing their career. Equipping digital skills is considered a comprehensive and sustainable training strategy, creating a generation of highly adaptable human resources in all professions.
