The project has special significance for the fence area.
Si Pa Phin Primary - Secondary Boarding School is the first project implemented under the Politburo 's policy of building 248 inter-level boarding schools in border communes. The project has profound political and humanistic significance, opening up better learning conditions for ethnic minority children, while contributing to strengthening the people's hearts and minds at the Fatherland's border.
On the afternoon of October 24, exactly one week after taking office as Secretary of the Dien Bien Provincial Party Committee for the 15th term, 2025-2030, Mr. Tran Tien Dung personally inspected the site. At the construction site, he emphasized the significance of the policy of building an inter-level boarding school, a strategic step to improve people's knowledge, create a source of future cadres and preserve territorial sovereignty from the very community of residents attached to the border and landmarks.
According to Mr. Tran Tien Dung, building modern schools not only brings better learning conditions for students, but is also a way to improve the quality of life of people in border areas, consolidating the foundation for sustainable development for the whole region.
For the people of Si Pa Phin commune, this is a long-awaited project. Mr. Lo Van Choi, a prestigious person in Tan Lap village, confided: “The inter-level school in Si Pa Phin is not simply a place to teach, but also a symbol of faith, of the blood bond between the people of Hanoi and the people of the border region. From here, generations of students will have access to knowledge, nurture their dreams and confidently step out into the big world .”
At the time of the Provincial Party Secretary's inspection, the ground leveling work had been completed about 97%; the construction volume reached 45%. The B1 and B2 department buildings had poured concrete up to the 3rd floor and were under construction of the roof. The classroom buildings, the administration building, and the dormitory had completed pouring concrete and building walls on the 1st and 2nd floors; scaffolding was currently being installed for the 3rd floor. The foundations of the multi-purpose building, swimming pool, and dining room had also been completed.

The sound of machinery in the middle of the forest
Ten days after the inspection by the Provincial Party Secretary, the overall construction progress had exceeded 50%, with items such as the B1, B2 department buildings and the headquarters building reaching nearly 90%. These days, the entire construction site seemed to be awake, the sound of machines and vehicles reverberated loudly on the mountainside in the middle of the border space.
Mr. Mach Ngoc Duc, Project Manager of Construction and Trade Company No. 6 of Dien Bien province, said that the unit has put progress and quality as top priority. Right from the start of construction, the company mobilized maximum machinery, engineers, and workers; organized continuous construction in 3 shifts, 4 teams regardless of weather conditions.
At its peak, nearly 100 machines were operating non-stop. When moving to the finishing stage, which required more manpower, the company arranged over 450 engineers and workers to work 24/7.
Mr. Duc shared: “Recognizing the profound humanitarian significance of the project for the local ethnic minority children, my fellow workers and I always encourage each other to work hard, ensuring progress and quality. We are proud to contribute to this meaningful project.”
The people of Si Pa Phin commune also put their full trust in the new school. Mr. Vang A Sinh, Secretary of the Party Cell of Nam Chim village, said that when the project is completed, children of the commune and neighboring areas will have more complete learning conditions, opening up the path to become doctors, engineers, teachers... to serve their homeland. "That is the sustainable path to eliminate hunger and reduce poverty, build a prosperous border area, and maintain the Fatherland's fence," he emphasized.

Determined to complete the project on time
As a key project of Dien Bien province to welcome the 14th National Party Congress, Si Pa Phin Inter-level School has received special attention from investors and contractors. The goal is to complete and install a welcome sign in mid-January 2026 and put it into use at the beginning of the second semester of the 2025-2026 school year.
Mr. Le Hong Thang, Acting Director of the Project Management and Land Fund Development Board of Region 5, said that the investor and contractor always closely follow the construction site, supervise the construction progress of each group, each team, and each item to ensure compliance with the plan.
However, what worries Mr. Thang is the capital issue. The total investment capital is more than 220 billion VND supported by Hanoi city, but up to now the investor has only advanced about 100 billion VND to the contractor, while the actual construction progress has far exceeded the advanced capital. The Project Management Board has proposed that the province pay attention to directing the allocation of enough capital to ensure resources for the contractor to continue implementation.
On the business side, Mr. Bui Duc Giang, General Director of Construction and Trading Company No. 6, affirmed that the company always determines that the responsibility for the school project in the border area is "a responsibility above all responsibility". This is not only an obligation to the investor, but also the dedication of the collective leadership, engineers, and workers towards the education of ethnic minority children.
He emphasized that the company will make every effort to ensure the technique, aesthetics, progress and quality so that the project can be completed on schedule.
According to Mr. Le Hong Thang, Si Pa Phin Inter-level School has a modern and synchronous scale with 31 classrooms, a dormitory, subject classrooms, a multi-purpose hall, a library, a sports field, a swimming pool... meeting the learning and living needs of more than 1,000 students who are children of ethnic groups in border communes. The project not only helps students have a better learning environment but also contributes to preserving cultural identity and creating a source of future cadres for the locality.
