Proposal to supplement the regular training form of 2nd degree

I propose to add the form of regular training for the second degree at universities (CQ-VB2) to Article 4 of the Regulations on university training issued with Circular No. 08/2021/TT-BGDDT dated March 18, 2021 of the Minister of Education and Training .

In my opinion, adding the above mentioned training form will create a serious learning environment and opportunity for learners, contributing to the training of multidisciplinary human resources, meeting the requirements of career conversion in the context of a rapidly changing labor market and high demands for interdisciplinary skills. Regarding this issue, the Ministry of Education and Training replied: Article 4 of the Regulations stipulates the forms of university training including: full-time, part-time, distance learning and guided self-study. Clause 2, Article 2 of the Regulations stipulates: “For learners who already have a degree at another level or in another field, the actual learning volume of the university training program is determined on the basis of recognition, conversion or exemption of accumulated credits in the previous training program, according to the regulations of the training institution”.

Accordingly, higher education institutions are allowed to organize university-level training for people who already have a degree at another level or field (previously called second degree training) on ​​the basis of recognition and conversion of credits according to the school's internal regulations.

Circular No. 08/2021/TT-BGDDT does not use the term "second degree", but the provisions in Clause 2, Article 2 fully cover the subjects of learners who have a university degree and allow training in regular or other forms. Therefore, the proposal to add the form of regular training in the form of second degree (CQ-VB2) is unnecessary, because it has been regulated and allowed to be implemented within the current legal framework.

Higher education institutions can base on the provisions in Clause 2, Article 2 of Circular No. 08/2021/TT-BGDDT to organize formal training for people with university degrees, ensuring compliance with regulations on training conditions and quality. Therefore, the proposal to supplement the form of formal training for the second degree (CQ-VB2) does not need to be supplemented separately.
