Maximum support of 2 million VND for households installing rooftop solar panels

The Ministry of Industry and Trade is finalizing a mechanism to support households installing rooftop solar power for self-consumption, with a level ranging from VND500,000 to VND1 million, and can increase by VND1 million if a storage battery with a minimum capacity of 2kWh is installed. The policy is expected to apply until the end of 2030.

The Ministry of Industry and Trade has just sent a document to relevant agencies to seek opinions on the draft Decision regulating policies to support households installing self-produced and self-used rooftop solar power and electricity storage systems.

Previously, on October 23, the Ministry of Justice organized an appraisal of the draft. On that basis, the Ministry of Industry and Trade revised and completed the new draft.

According to the current proposal, households installing rooftop solar power systems for self-use will be supported with VND500,000 for systems with a capacity of 1-3kWp and VND1 million for systems with a capacity greater than 3kWp. In case of installing additional storage batteries, households will be supported with an additional VND1 million if the battery capacity is 2kWh or more and commit to operating the system for at least 3 years.

Compared to the third draft, the support level has been adjusted down. Previously, the proposal proposed a support level of 1-1.5 million VND for systems without storage batteries and an additional 1-1.5 million VND for cases with batteries installed.

Vietnam currently has about 28 million households. The target is that about 50% of households (approximately 14 million) will install rooftop solar power in the period 2026 - 2030. The total direct support cost could be up to VND28,000 billion, an average of VND5,600 billion per year - equivalent to about VND165 billion for each province.

The draft continues to propose a lending policy through the Social Policy Bank with an interest rate of 8.4%/year, overdue interest rate of 130% of the loan amount, maximum loan term of 3 years. The total loan amount is not more than 40 million VND/household; of which, a maximum of 20 million VND for solar power systems (4 million VND/kWp, maximum 5kWp) and a maximum of 20 million VND for storage batteries (2 million VND/kWh, maximum 10kWh).

Households in need will be provided with technical support. Within 5 working days of receiving the request, the local electricity unit must provide instructions on connection and ensure system safety. The commune-level People's Committee will provide instructions on design requirements, construction safety and fire prevention and fighting suitable for housing.

The application for support includes an application form and a power of attorney if there are multiple owners. People submit their application to the Commune People's Committee in person, by post or on the public service portal. Each household submits only one set of documents.
