Breakthrough in social housing development, expanding housing opportunities

The adjustment and improvement of social housing policies are opening up clearer housing opportunities for low- and middle-income people in Da Nang. This is not only a social security task, but also an important orientation to improve the quality of life, build a stable community, create conditions for workers to feel secure in starting a business and stay long-term with the city.

Perfecting mechanisms, removing barriers to housing access

In recent times, the Party and State's attention to the housing sector has been clearly demonstrated through many directive documents, especially the completion of the legal corridor to develop a synchronous and effective social housing system.

The Government has issued Decree No. 261/2025/ND-CP dated October 10, 2025, providing new regulations on social housing, thereby raising the income ceiling for approval to a level suitable for the income level in large cities: a maximum of VND 20 million/month for individuals; VND 40 million/month for households with two spouses and VND 30 million/month for individuals raising young children. This is an important adjustment, helping to expand the beneficiaries in a more practical direction, in line with price fluctuations and the actual needs of workers.

A new point that strongly facilitates is the abolition of the requirement for residence confirmation, helping to shorten procedures and at the same time being suitable for the characteristics of the labor force moving between localities, especially in industrial, service and tourist cities like Da Nang. This solves one of the major "bottlenecks" that has caused many young workers, officials and civil servants, despite having legitimate needs, to not have enough conditions to access social housing.

Mr. Nguyen Ha Nam , Director of the Department of Construction, said: “The housing demand of workers, laborers, and young officials in the area is still very large. This policy adjustment clearly demonstrates the Party and State's concern for people's lives. The city will continue to remove procedural obstacles, ensuring that social housing projects are implemented on schedule, to the right target and with sustainable efficiency.”

Since the beginning of the year, Da Nang has launched nearly 1,000 social housing units in the B4-2 Bau Tram Lakeside Urban Area, An Trung 2 and Hoa Khanh Industrial Park projects... In 2025, the city plans to implement 15 projects with more than 10,200 apartments, exceeding the annual plan by 20% and exceeding the social housing development target by 9% by 2030.

Along with public investment capital, many enterprises continue to be attracted to participate in social housing development. Typical projects include projects in the Bau Tram Lakeside green urban area with 2,736 completed units; social housing projects in the Dai Dia Bao resettlement area; projects in area B and residential areas south of Cam Le bridge (total 1,955 units) are completing procedures and are expected to start construction in December 2025.

Recently, the Department of Construction announced a social housing project at land plot B4-1, B4-2 in Hoa Hiep 4 Resettlement Area with 1,476 social housing units and 376 commercial units, with an expected selling price of about 18 million VND/m2, rental price of about 131,000 VND/m2/month, which is considered suitable for the payment ability of most workers. This project is also in the list of projects in need of borrowing from the 120,000 billion VND credit package, with a registered capital of about 800 billion VND, creating conditions to speed up the implementation progress.

Increase credit resources, ensure people's rights

Along with increasing housing supply, preferential credit policies are key factors in helping people access and pay for the cost of buying or renting social housing. The City Social Policy Bank is implementing loans to buy social housing with an interest rate of 6.6%/year, a maximum loan of 80% of the contract value and a loan term of up to 25 years. Since the beginning of 2025, nearly 1,200 households have accessed this source of capital, with a total outstanding debt of thousands of billions of VND.

Ms. Le Thi Thuong, a worker at Mabuchi Motor Co., Ltd. (Hoa Khanh Industrial Park), expressed: “My husband and I have been working as workers for many years. Before, we only dared to think about buying a house as a distant dream. Now, the approval criteria have been expanded, and loan procedures are also more convenient, so we really have the opportunity to settle down, work with peace of mind, and raise our children.”

Notably, the city has issued a new policy to facilitate housing support for cadres, civil servants and public employees from Quang Nam province (old) who come to work in the new Da Nang city after the administrative boundary merger. This is a force with a great need for stable housing but in the past there were many obstacles due to factors of residence conditions and income.

Mr. Nguyen Minh Tuan, a civil servant, shared: “Since moving to the city center to work, many of my colleagues and I have had to rent a room or commute far to and from work every day because we did not qualify to buy social housing. Now the policy is more flexible, suitable for income and actual needs. This helps us stabilize our lives, feel secure in working long-term and stay attached to our new workplace.”

The city also requires transparency and the right subjects in approval; strengthen inspection, supervision, and prevent the illegal purchase and transfer of social housing or policy exploitation. At the same time, continue to prioritize land funds with favorable traffic, services and social infrastructure to develop social housing associated with the construction of community institutions such as schools, parks, activity centers, etc.

Mr. Nguyen Tuong Huy, Deputy General Director of Saigon - Da Nang Investment Joint Stock Company (investor of the social housing apartment project in Bau Tram Lakeside Green Urban Area, Hai Van Ward) said that the city's prioritization of land funds to implement social housing projects not only helps people have a stable place to live but also contributes to creating a sustainable urban area.

According to Mr. Huy, with high political determination and the participation of businesses and people, Da Nang is making a clear change in the development of social housing. New policies and synchronous solutions are expanding housing opportunities for tens of thousands of workers, young officials, civil servants and middle-income families. This is an important foundation for building a harmonious, humane and sustainable Da Nang, where each person is given the conditions to stabilize their lives, stay attached and contribute to the city for a long time.
