I am an educational manager of an educational institution as prescribed in Article 1 and Article 2 of Decree 61/2006/ND-CP, but I am not a teacher (my civil servant code is 01.002). The preferential allowance regime for teachers is implemented according to the provisions of Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister , and the guidance in Joint Circular No. 01/2006/TTLT-BGD&DT-BNV-BTC dated January 23, 2006.
Accordingly, teachers (including those on probation or contract) on the payroll, who are directly teaching in public educational institutions in the national education system, are eligible for preferential teacher allowances.
According to your letter, you are not a teacher and do not directly teach at school, so you are not eligible for preferential teacher allowances as prescribed in Decision No. 244/2005/QD-TTg.
If you are working at a school in an area with particularly difficult socio -economic conditions, you are eligible for preferential allowances according to the provisions of Article 11 of Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government stipulating policies for cadres, civil servants, public employees, workers and salaried people in the armed forces working in areas with particularly difficult socio-economic conditions.
Specifically: Professional preferential allowance equal to 70% of current salary (according to the salary table prescribed by competent authorities of the Party and State) plus leadership position allowance, seniority allowance exceeding the framework (if any) applied to the actual working time in areas with particularly difficult socio-economic conditions of the subjects specified in Article 2 of this Decree, including: Civil servants, public employees and employees who are teachers, education management officials in educational institutions, vocational training institutions;
Civil servants, public employees and workers directly performing professional medical work in State medical facilities including: Commune-level health stations; Health stations of agencies and schools; Regional polyclinics; Maternity homes, Medical centers, Hospitals and other medical facilities from commune level and above.
