In every revolutionary stage, our Party has always identified implementation as the decisive step in turning guidelines and resolutions into vivid reality. If resolutions are considered the “compass”, the capacity to organize and implement is the “life force” to bring theory into life.
Improving the capacity to organize the implementation of the Party's policies and guidelines, building scientific , democratic and practical working methods and working styles in the context of innovation and creativity is a vital task to ensure the country's rapid and sustainable development in the era of rising up, becoming rich, prosperous, civilized and happy.
For policies and guidelines to truly come into life and be effective, the implementation process plays an extremely important role. This is the stage where policies and guidelines are turned into reality, where policies and guidelines are deployed into specific policies, plans, and programs.
In the current context, building a scientific, democratic and practical working method and style is an urgent and inevitable requirement to meet the requirements of the task. The Resolution of the 13th National Congress determined: "Strengthening comprehensive Party building and rectification; innovating leadership methods and working methods; improving the leadership capacity and fighting strength of grassroots party organizations". Resolution No. 21-NQ/TW dated June 16, 2022 of the Central Executive Committee set out the goal: "Strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period". "Perfecting strong grassroots party organizations; Innovating scientific and practical working styles; Improving the quality of party members, meeting the requirements of innovation, digital transformation and integration".
The banking sector plays a particularly important role in implementing socio -economic development policies, ensuring national financial stability, supporting businesses and people, being the lifeblood of the economy, regulating capital flows, and implementing national monetary policy.
Vietnam Joint Stock Commercial Bank for Investment and Development ( BIDV ) - one of the four largest State-owned commercial banks - is a vivid demonstration of the concretization of the Party's guidelines in practice. BIDV has constantly innovated its leadership methods, organized scientific work, pioneered digital transformation, and accompanied the Government in social security and sustainable development. In the process of construction and development, BIDV now has more than 180 branches, nearly 200 affiliated units, more than 25,000 employees, serving more than 17 million individual and corporate customers, playing a key role in leading the market. With the position of "A key State-owned commercial bank", BIDV not only performs business tasks but also pioneers in organizing the implementation of major policies of the Party and Government, especially in difficult periods of the country.
Current status and achievements
Over the years, under the leadership of the Party, Vietnam has achieved many important achievements in many fields. However, the organization and implementation of the Party's policies and guidelines still faces some limitations such as: not really close to reality, no appropriate adjustments to the specific situation of the unit, in some places, the staff advising on implementation still lack experience to effectively implement the major policies of the Party and the superior Party Committee, directly affecting the quality of organization and implementation; some places still apply the copy method, without creative application, doing it "just to get it done" so the quality is not high.
In its efforts, BIDV Party Committee has led the implementation of the Party's guidelines and policies, the Government's policies and strategies. BIDV has proactively implemented solutions to overcome difficulties and support customers to recover and develop production and business activities: (i) Ready to reduce income, reduce management and operating costs of BIDV to lower loan interest rates to support customers; in the first 9 months of 2025, BIDV has supported more than 351 thousand customers, with interest rate reductions ranging from 0.5% - 2%/year depending on each customer; (ii) BIDV also participated in the VND 40,000 billion support package with an interest rate of 2% according to Decree 31/2022/ND-CP; (iii) Implementing the social housing loan package (under the VND 120,000 billion credit package), BIDV has approved credit for 10 projects, with outstanding loans of VND 750 billion; Providing modern financial solutions, prioritizing funding for projects and businesses implementing the green transformation journey, contributing to realizing Vietnam's Net Zero commitment,...

Regarding digital transformation: By the end of 2024, over 8 million customers will use BIDV SmartBanking; more than 95% of retail transactions will be via digital channels; AI, Big Data, and Machine Learning will be applied in customer care and risk management; and information system security and safety will be enhanced.
In particular, in addition to digital transformation for professional tasks to improve user experience and promptly meet business requirements, BIDV Party Committee always pays attention to training, coaching, promoting collective intellectual strength, innovation spirit and high political determination in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Regarding social responsibility: 2017-2024, BIDV spent more than VND 1,600 billion on social security; donated VND 100 billion to the Covid-19 Vaccine Fund; the "Warm Homes for the Poor" program built more than 20,000 houses.
Regarding sustainable development: Green credit balance reaches nearly 60,000 billion VND by 2024, focusing on renewable energy, wind power, and solar power projects.
However, there are also some shortcomings and limitations: Some party organizations are still bureaucratic; a number of cadres have not kept up with digital transformation and rarely update new knowledge; coordination between the Party and professionals is sometimes inflexible; supervision is still formal.
Solutions and directions
To overcome shortcomings and limitations and improve the capacity and quality of implementing the Party's policies and guidelines, the following synchronous solutions are needed:
(1) Innovation in leadership and management methods: first of all, it is necessary to innovate the Party's leadership methods to ensure scientificity, flexibility and suitability with reality. Party committees at all levels identify this as a regular and synchronous task in all aspects: political and ideological work, innovation in the issuance of resolutions, improvement of the quality of inspection, supervision and Party discipline work, strengthening inspection and supervision, supplementing and perfecting regulations and procedures on personnel work; promulgating important documents to well implement the role of comprehensive, unified and consistent leadership; continuing to update international trends and practical conditions of Vietnam to perfect advanced management methods, meeting modern management requirements. Improving management and management capacity, strengthening discipline, responsibility and setting an example of leaders, taking work efficiency as a measure and evaluating cadres.
(2) Improve the quality of staff: train digital skills, leadership skills. Improve leadership capacity, concretize resolutions linked to business targets, digital transformation, and social security.
(3) Building a scientific, democratic, and practical working style; enhancing data in decision-making. Promoting digital transformation: investing in Blockchain, AI, Cloud; developing a digital financial ecosystem.
(4) Linking business with social responsibility, prioritizing green credit. Perfecting the monitoring and measurement mechanism with specific KPIs, applying data management.
Conclusion - Recommendations
Improving the capacity to organize the implementation of the Party's policies and guidelines, building scientific, democratic, and practical working methods and procedures in the context of innovation and creativity is an important and strategic task. Practice at BIDV shows that: When the right policies are organized using scientific, democratic, and practical methods, associated with innovation and creativity, the result is macroeconomic stability, business support, social security, and national prestige enhancement.
Recommendations: The State should improve the mechanism to encourage banks to develop sustainably and promote digital transformation; BIDV should continue to be a pioneer, linking banking interests with national interests; Each cadre and party member should uphold responsibility, innovate working methods, and build a strong Party.
Improving the capacity to organize and implement the Party's policies and guidelines is the way for BIDV to affirm its role as a pillar of national finance, a pioneer in innovation, and accompanies the country's sustainable development in the digital age.
