Achievements from the foundation of will and decisive action
According to the Center for Science and Technology Communication, considering digital transformation as a central and continuous task in socio -economic development, Cao Bang province has proactively formed a unified "digital institutional framework", creating a foundation for the entire digitalization process.
Many important mechanisms and policies have been issued, including the Digital Government Architecture Framework version 4.0, the Plan to improve the quality of online public services, and the Project to popularize digital skills for people.
Not only focusing on institutions, Cao Bang 's digital infrastructure has also been invested synchronously and strongly. Up to now, the whole province has had more than 1,200 broadcasting stations, ensuring 100% of communes have fixed broadband Internet connection and 3G, 4G mobile.
5G waves have reached the city center and densely populated areas, while the dedicated data transmission network from the province to the commune along with the cloud computing platform and interconnected data sharing have been operated stably, ensuring smooth connection.

In particular, the "Digital Literacy for All" movement has become a typical model, helping ethnic minorities and rural people easily access basic digital skills.
Up to now, the whole province has had 1,241 community digital transformation teams with more than 9,300 members, acting as a bridge between technology and people.
These “digital ambassadors” have brought technology to the villages, guiding people to submit applications online, look up procedures, and make electronic payments, thereby spreading digital culture to every household.
Thanks to drastic and synchronous implementation steps, Cao Bang has recorded positive results in the digital transformation journey.
The province's administrative procedure settlement information system currently provides 1,672 online public services (both full and partial).
By the end of August 2025, 84.63% of records had electronic results and 82.44% of records and results were digitized.
Notably, the Cao Bang Digital Citizen Platform, launched in 2024, has attracted more than 21,000 downloads; this platform not only supports looking up procedures but also allows people to send feedback, recommendations and interact online, helping the government serve faster and more realistically.
In the digital economy, 99.26% of businesses in the area have used electronic invoices.
About 80% of people aged 15 and over have a bank account, while more than 45,000 mobile money accounts have been activated.
The "Cashless Street" model at Kim Dong walking street (Thuc Phan ward) has become a typical highlight, contributing to promoting modern payment culture.
The health and education sectors are at the forefront, with 100% of public hospitals collecting fees electronically and 100% of schools paying salaries through banks.
Along with that, the home affairs sector also pays allowances to meritorious people through accounts, helping to increase transparency, save costs and make it convenient for people.
In the digital society, the movement of learning, using smartphones and exploiting digital platforms is spreading widely.
Thanks to direct support from Community Digital Transformation Teams, people in remote communes are now proficient in looking up procedures, submitting documents online, and paying bills.
The Cao Bang community is transforming strongly - from "tech-phobic" to "active digital users", moving towards a comprehensive and inclusive digital society.
Challenges and aspirations for breakthroughs
Despite many outstanding achievements, Cao Bang's digital transformation journey still faces many challenges.
Currently, the province still has 138 villages without mobile phone signal and 29 villages without electricity, while the rate of households with fiber optic internet is only about 60%, lower than the national average.
The digital skills gap between regions is still evident, as shown by the fact that many one-stop shop staff in remote communes still have to "do" online paperwork for people.
Digital human resources - especially at the grassroots level - are still lacking and weak, while attracting technology businesses to invest in the province is not commensurate with the potential, making it difficult to access digital solutions specific to mountainous areas.
Entering the 2025-2030 period, Cao Bang identifies digital transformation as a strategic pillar to realize the aspiration for rapid and sustainable development.
During the "breakthrough" period (from July 1 to December 31, 2025), the province aims to connect data synchronously - quickly - effectively, ensuring a streamlined and effective two-level government model.
Upcoming key tasks include: 100% telecommunications coverage in villages and hamlets, building a shared digital learning platform, popularizing digital skills for people and officials, and expanding the "Digital Literacy" movement.
The province also prioritizes training and retraining digital human resources and attracting technology experts to the locality to accelerate transformation.
By 2030, Cao Bang aims to perfect digital government, strongly develop digital economy, build a comprehensive digital society, in which people are the center, businesses are the driving force, and technology is the key to sustainable development.
