Optimistic signals
Mr. Le Van Son - Head of Taxation of Ca Mau province said that in the first 10 months of 2025, the province collected more than 9,700 billion VND for the state budget (reaching 96% of the estimate, up 16% over the same period). Domestic revenue excluding land use fees, lottery, distributed dividends and after-tax profit reached 4,930 billion VND, equal to 93% of the year's estimate.

Currently, there are 13 revenue items and taxes that have met or exceeded the budget implementation progress, which are state-owned enterprises: Central, local, foreign-invested enterprises, revenue from non-state economic sectors, personal income tax, and lottery. There are 7 revenue items and taxes that have not met the budget implementation progress, which are: environmental protection tax, fees and charges, land and water surface rental fees, land use fees, and other budget revenues. 8/8 revenue units have met or exceeded the annual budget implementation progress.
According to the tax sector's assessment, revenues from the state-owned enterprise sector reached 960 billion VND (equal to 95% of the estimate). Typically, the Vietnam Gas Corporation paid 11 billion VND in the month, and accumulated 114 billion VND; the Vietnam Gas Corporation Branch - Ca Mau Gas Company paid 12 billion VND in the month, and accumulated 137 billion VND; the Vietnam Oil and Gas Power Corporation paid 8 billion VND in the month, and accumulated 38 billion VND; the Ca Mau Petroleum Fertilizer Joint Stock Company paid 44 billion VND in the month, and accumulated 217 billion VND.
Revenue from foreign-invested enterprises reached 143 billion VND (120% higher than the estimate); non-state enterprises reached 1,592 billion VND (21% higher than the estimate), due to the impact of increased revenue in October due to changes in value-added tax policy on raw shrimp of about 190 billion VND. In particular, revenue from lottery activities in 10 months is estimated at 4,236 billion VND (104% of the estimate, equal to 119% compared to the same period).
In addition, real estate revenues also increased. Specifically, land use fees are estimated at VND464 billion (equal to 67% of the estimate, up 22% over the same period); personal income tax is estimated at VND967 billion (equal to 96% of the estimate, up 10% over the same period).

Shrimp processing for export is one of the significant sources of revenue for the state budget of Ca Mau province.
Mr. Son added that the increase in revenue over the past 10 months was due to the tax sector applying the value-added tax policy on agricultural, forestry and fishery products, especially raw shrimp. "In addition to the strong direction of the Provincial Party Committee and the Provincial People's Committee, the close coordination of localities, the support of businesses and taxpayers, and the sense of responsibility of tax officials, the budget collection of Ca Mau province has achieved the expected results," Mr. Son emphasized.

Regarding the progress of budget collection this year, Head of Ca Mau Province Tax Le Van Son said that, with the determination of the provincial tax sector in the fourth quarter, the entire tax sector must collect more than 1,221 billion VND (about 47%), but currently the tax sector has collected budget by the end of October, only more than 352 billion VND left to complete the target and plan for budget collection in 2025.
According to Mr. Son, based on the assessment that the revenue over the past 10 months reached a high rate due to strong economic growth, it can be said that the production and business activities of enterprises brought positive results, plus after the merger of Ca Mau's administrative boundaries, the output of agriculture, forestry and fishery increased, contributing positively to the revenue source.
Although the grassroots management model was changed, tax management initially encountered difficulties, and commune and ward revenue temporarily decreased, but up to this point, almost all communes and wards have still ensured the completion of the 2025 budget revenue target. Although the current budget revenue is positive, the provincial tax sector continues to closely monitor the collection progress, analyze each locality and each tax, and forecast closely to reality to advise timely solutions.

The tax sector focuses on large revenue sources such as gas - electricity - fertilizer clusters, non-state economic sectors such as: lottery, land use fees, etc. Continue to perform well the functions of tax management, propaganda, support, declaration, supervision and management of electronic invoices according to the correct procedures, ensuring correct, full and timely collection to the state budget.
On the other hand, strengthen business support through many online channels (zalo, email, eTax), focus on disseminating new tax policies and promptly solving arising problems. Monitor the budget collection progress of each group of businesses, especially businesses with high risks or signs of unusual decline in revenue and output VAT, continue to implement digital transformation in business support management, ensure thorough application of information technology in all business stages.
With the above determination and fundamental solutions, the Ca Mau province tax sector forecasts that by the end of November, it will complete the state budget revenue target with a total revenue of 10,053 billion VND, reaching 100% of the plan that the Government assigned to Ca Mau in 2025.
